While some politicians blame undocumented immigrants for a phantom economic drain, Mayor Michael Bloomberg has repeatedly emphasized the social and economic benefits of bringing undocumented people out of the shadows.

So it was surprising last week to hear Bloomberg second guess Governor Eliot Spitzer’s policy change on driver’s licenses. Bloomberg referred to Spitzer’s measure as “willy-nilly.â€
