While investigating a traffic accident at South State and Standish streets at 3:19 p.m. Thursday, one of the drivers handed police two fraudulent forms of identification -- an Illinois identification card and a Social Security card -- according to a police report. She told police she bought the cards for $150 and had been using them for about 10 years, the report said. Hever Hidalgo, 37, of 733 Jefferson Ave., Elgin, was charged with two counts of possession of a fraudulent identification card, according to a report. She also was cited for driving without a valid license, failure to reduce speed to avoid an accident and failure to yield, police said. Hidalgo told police she was informed she was using a dead person's Social Security number a few years ago when she tried to buy a house, the report said. Hidalgo was unable to post a $7,500 bond and was taken Friday to the Kane County jail.
