CHARLOTTE, N.C. -- A man accused of raping two children in south Charlotte Sunday night has been flagged as an illegal immigrant in Mecklenburg jail.

Ricardo Velasquez was in jail late Wednesday. He was given a $170,000 bond but was also being held by immigration authorities after sheriff's deputies identified him as an illegal immigrant under the 287(g) program.

Velasquez, 40, was charged with two counts of rape on a child under 13, two counts of taking indecent liberties with a child, and two counts of first-degree sex offense on a child. The children were ages 7 and 8, according to a police report.

The crimes happened just before 9 p.m. Sunday at an apartment on Sharon Road West, according to the report. The condition of the children was unknown, but the police report says they were treated by emergency room doctors.

Velasquez has three previous convictions for driving while impaired dating to 1997, according to a search of N.C. court records. He has also been found guilty of interfering with an emergency communication three times.

The same 287(g) program that la raza wants dismantled because they claim it's not working! la raza would rather see a child rapists remain in this country than deported!

The "race" is concerned that 287(g) is causing "harm" to hispanic communities. I guess they do not care about the harm that a child rapist might cause the community!

Our stupid current sheriff Mecklenburg County Sheriff Chipp Bailey says the real person to blame is the perp himself. He is the one who committed the crimes. Do not blame people in law enforcement and ICE that allowed this maggot to destroy the lives of two young children. Did he not give law enforcement enough signals that he should be taken off the street? Did law enforcement really believe this guy would come turn himself in before committing another crime?

I just hope whatever prison he lands in, that word will get out he raped a seven and eight year old. The inmates will do what our cowardly law enforcement refuses to do.

There are alot more sleazy animals who are illegal aliens out there doing the same damn thing. The 287g program just happened to find 1 of thousands of illegals. A long, long time ago, America used to protect its citizens. But instead of keeping us safe, they want to open the borders to make it possible for anyone who wants to come in. The illegal aliens have marched in our cities with sign that read "we are all humans" and have shouted that they DEMAND the rights that all Americans have. So Obama and the dems are trying to find sneaky ways to keep all of them here and invite millions more in so that families wont be broken up. Our only hope is to impeach the imposter and the rest of the clowns.

Illegal immigrant accused of child rape had prior DWI

CHARLOTTE – An Ecuadorian man accused of raping two children in south Charlotte should not have been in the country, according to Mecklenburg County Sheriff Chipp Bailey.

Police arrested 40-year-old Ricardo Velasquez on Sunday. He's charged with two counts of rape, on children ages 7 and 8, but had been previously convicted of several other crimes, including at least one DWI in 2007.

"He should not have been here. He should have been in Ecuador," Bailey said.

According to the sheriff, Velasquez was released from jail after that 2007 DWI charge because he'd applied for permanent U.S. residency and was actually in the country legally at the time. But once Velasquez was convicted of the crime, he was supposed to leave the country.

Jim Pendergraph, who was sheriff in 2007, says Velasquez should have been deported but a DWI conviction is lower on the priority list for Immigration and Customs Enforcement, which he says is underfunded and understaffed.

“A person arrested for drunk driving is low down on the list because of the resources. They have to have the bed space to house these folks to have an immigration hearing. They're certainly more willing to take into custody bank robbers and child molesters than they are drunk drivers,â€

The government needs to be sued each and every time an illegal criminal commits a crime.

All crimes committed by illegals ARE avoidable and should never happened in the first place.

Sorry, but I think it is a pretty High Priority to take aliens off the streets that are potential out-of-control missiles around unsuspecting American citizens..

Are they removing Illegals faster than they are entering the U S yet? lol

According to Prince William County police, they carried out 2,138 DUI arrests in 2009.

286 of those arrests, or 13 percent of those charged with the offense, were illegal aliens.
