A Texas man pleaded guilty on Friday to charges he used workers in the country illegally to help clean up the oil spill in the Kalamazoo River.

Thomas Gard was charged, along with Phillip Hallmark, in relation to transporting at least 42 immigrants in the country illegally to the Kalamazoo area, planning to pay them much less than the wage that had been agreed upon.

Hallmark is the owner of Hallmark Industrial Services, which is one of Enbridge's private contractors.

Hallmark reportedly knew he was hiring workers in the country illegally and fraudulently completed work authorization forms on their behalf. The two face up to 10 years behind bars, and a $250,000 fine.
