    IL: Mitchell to introduce legislation to deny All Kids enrol

    Mitchell to introduce legislation to deny All Kids enrollment to children of illegal immigrants
    June 26, 2008

    By MARY TALLON - H&R Staff Writer

    DECATUR - State Rep. Bill Mitchell, R-Forsyth, thinks it's time for the state to stop providing health insurance to the children of illegal immigrants.

    Mitchell said during a news conference Wednesday outside the Illinois Department of Healthcare and Family Services office in Decatur that he plans to introduce legislation barring those children from enrollment in state Medicaid programs.

    "We're subsidizing illegal immigration," Mitchell said. "We're putting out a welcome mat."

    Gov. Rod Blagojevich has made expanding health care coverage through his All Kids program the focus of much of his time in office, but Mitchell and others voted against it because they considered it too expensive and questioned how the program would be administered.

    Although federal matching money is available to pay for some Medicaid assistance offered by the state, Illinois taxpayers must pay 100 percent of the costs associated with providing health care to illegal immigrants.

    Mitchell said he was prompted to draft the new legislation after reading about an event in Chicago over the weekend where the state offered $50 gas cards to 1,000 new enrollees in the All Kids program.

    He said the state simply can't afford to continue providing health insurance to illegal immigrants at a time the state owes more than $1 billion in unpaid bills to doctors and hospitals and faces a budget for next year that contains a $2 billion deficit.

    State Rep. Bob Flider, D-Mount Zion, said he also was concerned about the event over the weekend because he said he didn't approve of taxpayer money dedicated for health care being spent on gas cards, especially during tough budget times.

    Flider, who voted in favor of All Kids, said he shares Mitchell's sentiment about wanting to reserve public assistance programs for Illinois citizens but wouldn't support taking away insurance from people if it would put their health in jeopardy.

    Statistics released by the state Wednesday estimated 4 percent of the 1.4 million children enrolled in All Kids, or about 56,000, are undocumented immigrants.

    "We have not yet seen this legislation and, therefore, cannot comment on it," said Annie Thompson, a spokeswoman for family services.

    But Thompson added that the governor's policy of providing health care to all Illinois children is designed to promote the well-being of children who are able to better concentrate in school when healthy and is intended to diagnose and provide care for health problems before they become more serious and expensive to treat.

    Benefits should be denied to anyone whose parents are illegal aliens - this includes anchor babies!!! At least ONE parent MUST be a citizen in order for the kids to get benefits. We cannot afford to allow illegal aliens to keep dropping unlimited anchor kids for us to support!

    If it effects the health of the illegal aliens or their children, they can go back to their home countries to take care of it. They are NOT our reponsibility!

    Wow, FedUp........that is truly sickening to read.

    And this part:

    “The All Kids bill manages to fail on every conceivable legislative, moral, social and intellectual level…there is

    * no wealth test…
    * no residency requirement…
    * no need for proof of citizenship

    THAT is just inexcusable. It literally throws open the door saying "Come one, come all" which leads us to another question:

    With policy like that, how many IAs are coming in from out of state to have their kids treated under this plan? To say that they aren't would be ludicrous.....if they will go to other states in order to get driver's licenses and collect other bnefits the state they live in excludes them from, we know darned well they are doing the same with this. In fact, how many are living in Mexico with their kids and bringing them to Illinois for health care, returning when they are done?

    And don't think that's not happening. We've seen it here......friends and relatives coming across the border with their kids to use anchors' ACHSS benefits for immunizations, extensive dental work and a multitude of other ills and then simply returning home while taxpayers get to pay the bills for not only the anchor we shouldn't have to support but an unlimited number of other kids who don't even live here.

    I'm telling you.......the fraud committed by these people knows no bounds.

    What I would like to know is why the government in Illinois is not keeping an accurate count of those using the program? Even when I worked as the assistant to the Director of a senior services program, one of my responsibilities was to compile the numbers for each and every program...state and/or federally funded.....we administered. This was done on a monthly basis and then we also had to submit it all, in one huge report, at the end of the year to the appropriate agencies. If we had failed to do this, our funds would have been cut immediately at both the state and federal levels. So how is it that Illinois is not being held accountable....or are they and someone is playing with the numbers?

    Mitchell is right! NO STATE SHOULD PROVIDE HEALTH INSURANCE TO ILLEGAL ALIENS. Many Americans cant afford health insurance. Why should we pay for illegal aliens to get it?
