CHICAGO — Republican Senate candidate Mark Kirk won't say if he supports allowing undocumented young people to earn legal residency if they go to college or join the military.

Kirk said in an Associated Press interview Tuesday that the first step in the Immigration debate must be restoring trust in the federal government by gaining more control of the borders.

He says that has to happen before a broader discussion on Immigration reform can go forward.

The proposed DREAM Act would allow young people who spent two years in college or joined the military to become legal residents.

The measure died Tuesday when Republicans in the Senate blocked a defense bill to which it had been attached as an amendment.
