Here are states that allow citizens to get a constitutional amendment or statute on the ballot. Perhaps this could be used in the fight against illegals.

adopting 287g statewide
ban on sanctuary towns, cities, counties (or lose all state money)
churches supporting illegal aliens losing (state) tax exempt status
require proof of being here LEGALLY before being allowed in schools K-12, and colleges)
require proof of being here LEGALLY to receive any kind of local or state benefits
require employers to verify status or face a heavy fine with prison sentence for repeat hiring

ND – CA = 4% of population, ST = 2% of population

NE – CA = 10% of registered voters, ST = 7% of registered voters

NV – CA = 10% of registered voters, ST = 10% of votes cast in last election

OH – CA = 10% of votes cast for governor, ST = 6% of votes cast for governor

OK – CA = 15% of votes cast for governor, ST = 8% of votes cast for governor

OR – CA = 8% of votes cast for governor, ST = 6% of votes cast for governor

SD – CA = 10% of votes cast for governor, ST = 5% of votes cast for governor

UT – ST = 10% of votes cast for governor

WA – ST = 8% of votes cast for governor
