Helicopter deal:

President Barack Obama has notified Congress of his first planned overseas arms deal, a Bell helicopter package to help counter drug runners and other criminals in Mexico.

The Obama administration is proposing to send Mexico five twin-engine Bell 412 EP helicopters, valued at $93 million, as part of an anti-drug plan called the Merida Initiative.

Established last year under President George W. Bush, the initiative is aimed at helping Mexico and Central America combat narcotics trafficking, transnational crime and terrorism
