PHOENIX (AP) -

A judge is considering arguments over whether to block enforcement of an element of Arizona's immigration enforcement law that was allowed to take effect.

Attorneys made arguments Monday before U.S. District Judge Susan Bolton.

The section of law that opponents are seeking to block bans people from blocking of traffic when people seek or offer day-labor services on streets.

Opponents say the law is a violation of free-speech rights, while Gov. Jan Brewer's lawyers say the law doesn't target illegal immigrants but rather anyone impeding traffic while soliciting work.

Bolton had let the day labor rules take effect, but has blocked enforcement of a requirement that police, while enforcing other laws, question people's immigration status if officers suspect they are in the country illegally.
