Tonight, New York Gov. Eliot Spitzer makes an abrupt turn in
his proposal to drivers’ licenses to illegal aliens. Now it’s a
complex program with three tiers of licenses—some that meet
federal Real ID standards, some that don’t, and a third group
for people that can’t prove legal status.

But the new scheme has outraged both opponents and supporters
of the original plan—and it could be a bureaucratic nightmare.

from accepting free travel from lobbyists. But House members
accepted $1.9 million in travel expenses during the first 8
