Man suspected of exposing himself to children arrested

BLOOMINGTON - A man suspected of exposing himself to children at school bus stops and asking them to perform sexual acts with him was arrested on Monday.

Jesus Manuel Lopez-Silva, 33, of Fontana, approached four girls who attended Bloomington High, Bloomington Junior High and Washington Continuation schools over a period of several weeks, said Sheriff's Detective Maggie Finneran.

The schools are in the Colton Joint Unified School District.

Lopez-Silva was being interviewed Monday by San Bernardino County Sheriff's detectives and was expected to be booked into jail later that day, Finneran said.

Lopez-Silva, who is in the country illegally, would drive by bus stops in the unincorporated areas of Bloomington and Fontana and ask the children for directions, Finneran said.

After the first two victims reported being harassed by the suspect in separate incidents, detectives began surveying the bus stops at Linden and San Bernardino avenues and Locust and San Bernardino avenues, where he had approached them.

On the afternoon of Oct. 19, a third victim reported a man approached her in a car after she got off a bus at Grace Street and Hawthorne Avenue. He motioned her over, asked for directions and then exposed himself, Finneran said.

The final incident came Friday about 6:45 a.m. Lopez-Silva is suspected of approaching a girl in his car and again motioning her over. After she approached his car, he removed a piece of paper he was holding over his lap and showed her that he was touching himself, Finneran said.

Lopez-Silva got out of his car, grabbed her arm and she screamed. A classmate ran over to help, and he got back into his car and drove off, she said.

On Monday, detectives were surveying the area of Alder and San Bernardino avenues and saw a vehicle that matched a description the girls had provided.

When they pulled him over, his pants were partially unzipped, Finneran said.

Finneran said she suspects there are other victims.

"This guy was so bold ... to get to the point where he got out of his vehicle and grabbed a girl," she said.
