    A Hemet man has been arrested by Banning police and the Riverside County sexual assault team on charges he used his position as a Border Patrol agent to commit sexual crimes against two women.

    Alex Diaz, detective sergeant with the Banning Police Department, said it is possible there are other victims and asked that anyone with information about other incidents contact him at 849-1194.

    Meanwhile, Arturo H. Ascencio of Hemet is charged with sexual battery in two incidents separated by a year or more in which he allegedly used his position to force women to submit to partial disrobing and groping.

    The investigation that resulted in Ascencio’s arrest this week started in mid-2010 with a suspicious Banning police detective, who saw what he believed to be an unconventional traffic stop.

    Diaz said the detective witnessed the stop as he was driving to work and found it odd that Ascencio’s vehicle pulled up beside the vehicle that was being stopped, rather than stopping behind it, and that the law enforcement officer wore only a baseball cap and T-shirt with no evidence of a badge or a weapon.

    The detective called in a uniformed officer, whose arrival seemed to make Ascencio nervous, said Diaz.

    The victim reported that Ascencio stopped talking to her and left her alone as the police arrived, said Diaz.

    At first, police thought the pickup truck driven by Ascencio was a civilian vehicle, but a check showed it to be a Border Patrol vehicle.

    The victim, who is in her 20s, said Ascencio told her the truck she was driving was possibly involved in illegal activity.

    When the police car pulled up, however, he abandoned his line of questioning and stopped talking, said Diaz.

    When word of the incident got around the Banning police station, another officer recalled a similar incident from a year and a half earlier in which a woman in her 40s was not only stopped and assaulted, but badgered by frequent calls, sometimes 10 or 15 times a day, from Ascencio trying to talk her into meeting with him away from her house, said Diaz.

    After one such phone call, the victim’s daughter called Banning police, who suggested that, if the caller were a legitimate Border Patrol agent, he would not object to meeting the victim at the police station.

    Such a meeting was set up, but Ascencio did not show up, said Diaz.

    The woman finally moved out of her home because of her fear that Ascencio would continue trying to contact her, said Diaz.

    Experienced investigators visited Ascencio at his home to talk about the two incidents and they subsequently recommended charges be filed.

    Ex-cop accused of on-duty rape pleads not guilty

    SAN DIEGO — A former San Diego police officer who became the ninth department member to come under investigation in recent months for alleged misconduct pleaded not guilty Friday to four felony charges — oral copulation under color of authority, rape under the color of authority, assault and battery by an officer and false imprisonment.

    San Diego police have created a 24-hour hotline for the public to report officer misconduct. Calls can remain confidential and will be reviewed by Police Chief William Lansdowne daily.

    The hotline is part of the chief’s seven-point plan to curb misconduct cases.

    Daniel Dana, 26, is accused of texting a prostitute he had met on the job a few weeks ago and then threatening to send her to jail if she did not have sex with him early Wednesday.

    The woman told police that she and Dana then went to Presidio Park in Old Town and had sex.

    San Diego Superior Court Judge Joseph P. Brannigan set Dana’s bail at $300,000.

    Dana faces up to 17 years and four months in prison if convicted of all charges, said Deputy District Attorney Annette Irving.

    Brannigan ordered Dana to turn in a personal gun he keeps at his Escondido home. He told the judge his service weapon had already been taken from him.

    On-duty cop accused of sex with prostitute in squad car

    DETROIT - Detroit police are investigating allegations that an on-duty officer had sex in his squad car with a prostitute, officials said Friday.

    Details were scarce, but police said internal affairs investigators are looking into the allegations that the officer engaged in sex acts with the prostitute in his police cruiser about two weeks ago while it was parked somewhere in the Northeastern District. The officer is assigned to the department's Western District, police said.

    The officer was on duty when other officers approached the car and found him engaged in sexual activity, police said.

    "Right now the officer is suspended with pay," said Officer Dan Donakowski, a police department spokesman. "It is under investigation."

    The Board of Police Commissioners, which has civilian oversight over officers, is aware of the allegations.

    The Rev. Jerome Warfield, the police commission's chairman, said a cop having sex with a prostitute "certainly could lead to termination, if the allegation is true."

    Police spokeswoman Sgt. Eren Stephens said Chief Ralph Godbee Jr. will seek to have the officer's pay suspended while the issue is investigated.

    Stephens said Godbee would not comment further on the matter. But Godbee told WJBK-TV that he would take quick action.

    "Certainly, the allegations relative to the misconduct, even from an administrative standpoint, are troubling enough to where I think we should take very swift action as a police department," Godbee told the station.

    Two NYPD cops with history of hooker trouble being eyed in LI killings

    Two NYPD cops are being eyed in the Long Island serial slayings after investigators learned they got into trouble for hiring prostitutes while working for the department, according to sources familiar with the probe.

    One cop was forced out of the job in the 1990s when his supervisors learned he spent time pursuing hookers and paying street walkers and down-and-out women for sex while he was supposed to be on patrol.

    An internal investigation led to his resigning under pressure, one source said.

    The other officer still works for the NYPD but was stripped of his gun and badge years ago because he allegedly assaulted a prostitute and got arrested during a sting operation.

    MYSTERY:One retired and one working NYPD cop -- both with past troubles involving prostitutes -- are being eyed in the ongoing investigation of the serial killings of call girls Maureen Brainard-Barnes (above), Megan Waterman, Amber Lynn Costello and Melissa Barthelemy.

    The woman complained to police supervisors about the officer but no criminal charges were filed and an internal probe went nowhere, sources said.

    The patrolman was allowed to return to the force, they said, though he was placed on modified duty -- transferred to a paper-pushing job in Manhattan where he's not allowed to make arrests or respond to emergencies.

    "They couldn't prove anything, but they didn't trust him," said one source.

    It's unclear if the disgraced cops know each other or what evidence investigators might have against them in the serial murders.

    The Suffolk County Police Department would not comment for this story, and prosecutors did not return messages.

    Sources said Suffolk County detectives began looking at the NYPD cops last month after determining the killer likely worked in law enforcement or was familiar with police techniques.

    They've focused on how the murderer abducted his victims and if he used insider knowledge to avoid being detected.

    Investigators suspect the killer hired the hookers through Craigslist, using a disposable and untraceable cellphone to make appointments.

    He also used the cellphone of one victim to call and taunt the woman's teenage sister after he'd abducted her.

    Cops traced two of those calls -- to Midtown and Massapequa, LI, which is not far from where the killer ditched the bodies of four hookers just off sand-swept Ocean Parkway near Gilgo Beach.

    He'd strangled them, removed all their clothing and wrapped the corpses in burlap sacks before leaving the bodies in thick brush off the desolate causeway.

    The four call girls found last year have been identified as Amber Lynn Costello, 27, of North Babylon, LI; Megan Waterman, 22, of Scarborough, Maine; Melissa Barthelemy, 24, who went missing from The Bronx; and Maureen Brainard-Barnes, 25, of Norwich, Conn.

    The cops are not the sole focus of the investigation, which has expanded over the last several weeks, sources said.

    The trouble any more cops think their above the law.In years past they got away with alot,but noe days to many people have cell phone cameras and record thins that happen and more and more people come forward with alligations that the departments cant ignore.
