SCAAP money advances in Senate

Once again congressional lawmakers are moving to put money back into the federal budget for the State Criminal Alien Assistance Program (SCAAP), a program that President Bush has tried to kill for the last six years.

Today, the Senate Appropriations Committee put in $400 million for the program, with $45 million of it targeted to reimburse border prosecutor programs. Most of the money goes to reimburse states and counties for keeping illegal immigrants in jail.

“Immigration is a federal responsibility, yet states are often forced to pay the high price for incarcerating undocumented criminal aliens,’’ Sen. Dianne Feinstein, D-Calif., said in a statement announcing the inclusion of SCAAP in the bill. “The federal government needs to step up to the plate and reimburse states and localities for these costs.’’

Even though the money was included in the appropriations bill for the Commerce, State and Justice departments, it will be a while before we know if it will become law. Most of the appropriations bills are unlikely to pass individually this year.

As in previous years we’re probably looking at an omnibus spending bill. Still, SCAAP is a popular program and is likely to be included.

We’ll be keeping an eye on this one.
