O.C. lawmaker proposes that state notaries accept Mexican ID card

The Orange County Register

SACRAMENTO Mexican citizens living in California could use a controversial identification card issued by the Mexican government for business transactions under legislation introduced by Orange County State Sen. Lou Correa.

The Santa Ana Democrat's proposal, Senate Bill 461, would allow notaries in California to accept Matricula Consular cards as valid identification for executing property transfers and other official transactions.

The Mexican government, through its consulate offices, issues Matricula Consular photo ID cards to Mexican nationals living outside of their country, regardless of their emigration status. The cards have a reputation for being easily forged and are criticized as the ID of choice for illegal immigrants.

A few years ago, Bank of America, Wells Fargo and others were blasted for accepting the Matricula to open checking accounts.

Correa, however, said he's looked into the cards' security features and he's confident they're secure. But even so, he said he welcomes careful scrutiny of the Matricula as his bill moves through the Legislature. He views his proposal as a chance to "kick the tires, so to speak, of the Matricula to see if the safeguards are up to what we consider safe enough to use on a notary public."

"This is not about anything but just to make sure there's more commerce," said Correa, who added that he introduced the legislation after constituents told him it would help business people.

"This legislation is really another effort to advance the free flow of goods and services," Correa said.

Unbeknownst to Correa, Assemblyman Juan Arambula, D-Fresno, has introduced the identical proposal in Assembly Bill 442. Arambula calls the Matricula "a very difficult document to obtain" and said its safeguards "are equal to or greater than what's required to get a California driver's license."

"I should point out that the use of the Matricula Consular is approved by the County of Fresno, with the vast majority of its members Republican," Arambula said.

Even so, Nevada is the only state that permits its notaries to accept the Matricula, according to the National Notary Association, an organization of notary professionals, which opposes any legislation that would allow notaries to rely solely on the Matricula to verify a client's identity.

"The U.S. Department of Justice and the Federal Bureau of Investigation have conducted exhaustive research on the Matricula Consular card and concluded it is 'not a reliable form of identification, due to the non-existence of any means of verifying the true identify of the card holder,'" NNA Executive Director Timothy Reiniger wrote in a draft letter opposing Arambula's bill.

Regardless of the security concerns, Jim Gilchrist, president of the Minuteman Project, said the bills should be opposed because of the message they send and because they erode the sovereignty of our nation.

"I think it encourages more of the same," he said, "the illegal immigration invasion."

Correa, known as the Legislature's most conservative Democrat, acknowledges that introducing this bill could further stoke the ire of conservatives who are already mad at him for voting for a tax increase when he promised he wouldn't. But the senator said in this economy the state can't afford any sacred cows.

"These are difficult economic times," Correa said. "We're going to make decisions, we're going to do things we would not normally do, for the sake of keeping jobs."

So this card could be used to get a California Driver's license? One bill Gil, where are you? What are Notaries usually used for? Real estate transactions, and other business that these illegal immigrants have no business doing in the first place. This is worse that Obama's pork barrel spendulus package.

If such a bill passes, then Lou, the sponsors, those that vote for it, and Arnold signing it should be prosecuted for "Harboring," "Inducing," and "Aiding and Abetting."

It is common knowledge that anyone with a Matricular Consular card is an illegal alien. Legal aliens have either visas or "green cards," and don't need those consular cards.

Correa is an idiot. Last summer two illegal aliens were arrested at a local day labor site and they both had two Matricula Consular cards each. Both cards had different names on them. The Mexican government is the biggest issuers of bogus ID's in our country. They have no idea who these people are, but if you have the money you can get an ID. Mexico is one of the most corrupt counties in the world and were taking their word who these people are. The Matricula Consular card should be banned as any type of ID.

Allowing this would make it so that hordes of cheap labor would jump the border to come work on the "special projects" that Obama promised in the Stimulus Bill. The contractors being awarded the government contracts will obtain the cheapest labor they can get. Again, Americans will be out of work. DUH!

Mexican nationals living outside of their country, obeying immigration laws, would already carry an identification card. It's the policy that is Left.
We should do things differently such as deporting all the illegals we can find, deny them free social services and health care, fining or closing businesses that employ them. Immediately deport the ten's of thousands of illegal aliens crowding our jails.
We spend billions just in CA on these services. Meanwhile the illegals send money orders home. The OC Register itself reported that the banks sent $25 Billion to Mexico last year. That is money stolen from our economy paid to illegal workers that is never spent or taxed in CA.

Senator Correa, you whacked us with $65 Billion of new taxes to fix a budget crisis partially caused by these illegals. Now you want them to fit in using ID's the FBI says are bogus.
It is you Sir that is bogus. Stand up for American citizens and legal immigrants of CA for a change.
You might find a sense of pride again.
