RIGHTS OF CHILDREN: States and cities are trying to figure out how to accommodate the needs of illegal immigrants' children, including whether they deserve a public education.

ARGUMENTS AGAINST: Some politicians say initiatives tailored to assist these children only lure more illegal immigrants to the United States.

ON THE OTHER SIDE: A constitutional provision bestows citizenship on any child born in the United States. Also, the Supreme Court has ruled that public schools are required to accommodate any school-age child regardless of immigration status.
