PWC, VA: The Wait Is Over, The Crackdown Begins

The Wait Is Over, The Crackdown Begins
    By Greg L | 2 March 2008 | Illegal Aliens, PWC Politics | 21 Comments

Monday, March 3rd is the day when the Prince William County Police Department begins enforcing their new General Order that permits officers to question suspected illegal aliens about their immigration status, and turn over to the Bureau of Immigration and Customs Enforcement foreign nationals who do not have legal presence in the United States. After more than nine months of public debate, policy development, officer training and resource allocation, Prince William County residents have finally overturned the Department’s previous policy that restricted officers from even asking a suspect about his legal status unless he was suspected of committing a felony offense. It took a frustratingly long time to correct a policy that was in violation of federal law and make it into something that made sense, but at least we got this fixed. The waiting is over.

Monday is either going to be unremarkable, or the opportunity to kick-off a significant enforcement effort. If Chief Deane has his way, tomorrow is going to be duller than dull, with no apparent change in law enforcement behavior so as to assuage the fears of a loud but rather small faction of leftists that think the best way to achieve a harmonious society is to stop enforcing the law. I’m sure Deane would love to come back to these folks and tell them that really, there wasn’t any reason to worry, and yes a few illegal aliens will get caught up in this, but just enough to keep the Board of County Supervisors off the back of the Police Department. There are others who would be very interested in demonstrating the effectiveness of this new approach to dealing with rampant lawlessness however, who might get to call some different shots.

It’s not hard to find folks that one would reasonably suspect of being illegal aliens. Hundreds congregate in front of a number of convenience stores in the county, looking for day jobs that will pay them in cash, with no “gringo papersâ€

Wouldn't Bill Clinton or Hillary put up this same group of 10-12 men at their homes as a sign of good samaritanism? Why not?

New illegal immigration enforcement policy in effect today
    Published: March 3, 2008

The Prince William County Police Department activated its new policy regarding illegal immigration enforcement today.

As part of the new policy, police officers will inquire into the citizenship or immigration status of persons who are lawfully detained for a violation of state or local law if probable cause exists to believe that person is in violation of federal immigration law.

If such a violation exists, police officers will coordinate with the U.S. Department of Homeland Security’s Immigration and Customs Enforcement branch concerning that individual.

There are three key points to the policy, according to a news release from the department.

    1. Officers will focus on criminal aliens – persons who are in the United States illegally and who commit crimes that would make them eligible for deportation.

    2. Police officers will protect crime victims and cooperative witnesses – regardless of their immigration status.

    3. Racial profiling is expressly prohibited. Police officers will not detain or arrest individuals based on their national origin, race, religion or creed. In addition to being morally wrong, racial profiling is a violation of federal law as well as existing Police Department policy.

    Immigration Enforcement

All sworn members of the Police Department, as well as relevant civilian personnel, received comprehensive training regarding the new policy, and how to implement it in a fair, lawful, and reasonable manner. Topics covered during training included legal instruction, bias reduction/racial profiling, identification of false documentation, and procedural response to illegal aliens. Representatives from the County Attorney’s office, ICE, and the Police Department’s staff served as instructors.

More information regarding the Police Department’s immigration enforcement efforts can be found on the web site at https://www.pwcgov.org/police.

Perhaps Mexicans Without Borders need to send their illegal aliens information on moving to New Haven, CT, or San Fransisco, CA, or Cook County, IL...all declared sanctuary cities/counties. Let them deal with this mess. Thank you, PWC.

Estimated cost of crackdown on illegals doubles

MANASSAS - Prince William County’s illegal immigration crackdown is going to cost far more than originally expected.
The new policies go into force on Monday. They require county police to check the immigration status of anyone arrested, even for minor offenses, if they suspect the person might be in the country illegally. The policies also deny some county services to illegal immigrants.

The new measures are now expected to cost $6.4 million in the first year, more than twice as much as previously estimated. The five-year price tag is about $26 million.

A big reason for the higher cost is the police chief’s recommendation to install cameras in all police cars to guard against allegations of racial profiling. Doing that will cost $3.1 million the first year.

    County begins immigration crackdown

    By Elisa Glushefski

    Published: March 3, 2008

After months of preparation, Prince William County police have fully implemented the plan that aims to curb illegal immigration in the county.

On Monday, police officers interviewed four people but there were no immigration violation arrests and the information will be shared with ICE, according to Prince William police spokeswman Erika Hernandez.

Monday marked the beginning of the police department’s crackdown on illegal immigration under a mandate set by the Prince William Board of County Supervisors’ in July of last year.

While some activists and residents are still concerned about the possibility of racial profiling against Hispanics, police Chief Charlie T. Deane reiterated Monday that officers have been thoroughly trained to build probable cause based on facts, not just race or ethnicity.

“I have a great deal of confidence that our officers are as well trained as they can be and that they are ready to take on this new responsibility,â€
