Illegal immigrant allegedly used Ohio man’s ID to work in Plymouth

Police say a 36-year-old illegal immigrant has worked in Plymouth for eight or nine years using the identity of an Ohio man, racking up tens of thousands of dollars in debt.

Zoilo Herrera-Juarez, of 2501-A Camelot Boulevard, was charged Friday with felony identity theft, which carries a maximum prison term of three years.

According to a criminal complaint, Herrera-Juarez had been working at BPB America, 1415 Pilgrim Road, under the name of Anthony Velazquez. He was arrested after an investigation that involved the Fremont (Ohio) Police Department, the U.S. Inspector General’s Office in Milwaukee and police departments in Sheboygan and Plymouth.

The investigation began after the IRS notified the real Anthony Velazquez that he had not paid income taxes, the complaint said. Velazquez, who never worked for the company listed by the IRS, soon checked his credit report and discovered $81,000 in debt for credit he never obtained.

When arrested by Plymouth police, Herrera-Juarez initially identified himself as Anthony Velazquez and provided a driver’s license under that name issued in 2002. He later admitted he was in the country illegally.

Herrera-Juarez had a Social Security card under Velazquez’s name that he said was given to him by a relative of Velazquez. Investigators discovered five different Social Security cards had been issued throughout the country under Velazquez’s name, date of birth and Social Security number.

Herrera-Juarez said he had worked at BPB America for eight or nine years. During that span, online court records show he was also cited under Velazquez’s name for two deer hunting violations and failure to wear a seatbelt, and he was arrested for disorderly conduct in Manitowoc County, though that charge that was later dismissed.
