Napolitano: Sanctions law needs clarification on worker question

PHOENIX – Governor Janet Napolitano says the state's employer sanctions law should be revised to clarify what hirings are covered.
Napolitano says she signed the legislation in the belief that its prohibition on hiring illegal immigrants applies only to people hired after January 1st and not to people already employed. But she also says the law's wording on that question isn't very clear.
The law's chief legislative sponsor has said it applies only to new hirings. But a lawyer for business interests challenging the law in federal court recently argued that it applies to previously hired employees as well.
