HUNTINGTON -- A 23-year-old illegal alien faces a sexual abuse charge in Cabell County.

The Huntington Police Department arrested Juan Flores Rivera on Monday. He was charged with first-degree sexual abuse by a parent, guardian or custodian, according to a criminal complaint filed in Cabell County Magistrate Court.

The victim, a female child, told authorities Rivera placed his hand underneath her clothing and proceeded to touch her. She described Rivera as her mother's live-in boyfriend, according to the complaint.

The incident happened at the mother's apartment along Buffington Street in Huntington, the complaint states.

Rivera, who also faces a federal immigration charge, was incarcerated at 11:55 p.m. Monday in the Western Regional Jail. He was held without bond, according to jail records.

If this happened to my child, the SOB wouldnt have any fingers or anything down below the belt. Put the SOB in general population.
