    The best way to monitor a day labor center is to recruit legal day laborers who can get benefit directly from a reduction in the competition.

    In order to do monitoring the minutemen have been requesting volunteers from their main base. This is middle class Americans with other jobs and duties.

    The legal day laborers can be observers in the ordinary course of seeking out day contracts.
