    The Obama administration wants to shift emphasis in immigration enforcement to employers.

    The approach toughens enforcement against illegal immigrants with criminal records, while taking an easier line with economic migrants and victims of abuse.

    Congressional Democrats will introduce legislation by end of summer that would open path to legal status.

    Why? They'll work this angle to get legalized. Seems like just another BS backdoor amnesty to me.
