Texas sex offender captured in Topeka -- 11 years after his conviction

On the run from the authorities? Need some cash? Topeka calls you!

Kansas' seat of government may not be a cosmopolitan vacation destination, but it's a fine place to hide for about a decade. That's what convicted child molester Jose Juan Sandoval discovered after he fled El Paso in 1999.

Sandoval, 41, was arrested in Topeka this week, where he had been living under the name of his wife's first husband. He was collecting state benefits in that man's name.

Following his 1999 conviction on two counts of indecency with a child, Sandoval disappeared. A warrant for his arrest was issued in September 2000, and he was added to the list of Texas' most-wanted sex offenders last year.

How'd he get caught? Not because anyone in Kansas recognized him.

After Sandoval reportedly was spotted back in El Paso this year, a Texas Department of Public Safety analyst tracked him to Topeka. In on this week's bust was a dog pile that included the Kansas Bureau of Investigation, the U.S. Marshals Service, the Topeka Police Department and the Kansas Department of Corrections. U.S. Immigration and Customs Enforcement also helped track Sandoval, who is an illegal immigrant. The El Paso Sheriff's Office plans to seek extradition.

He shouldn't be the only one under arrest here! His "wife" harbored a known fugitive, she aided and abetted his escape from justice, she allowed him to commit fraud under her former husband's name! She should be in jail with this animal!

Kansas should confiscate EVERYTHING this couple owns... bank accounts, home, vehicles try and recoup their loses in this blatant case of fraud!

Texas Top 10 sex offender arrested in Kansas

    Thursday, April 14, 2011, 01:14 PM

    From the Texas DPS:

After 11 years on the run, authorities arrested one of the state’s Most Wanted Sex Offenders living under an assumed name in Kansas.

Jose Juan Sandoval, last seen in El Paso, was apprehended after a DPS crime analyst tracked him to Topeka, Kansas. A DPS Criminal Investigations agent contacted authorities in Kansas and Sandoval was arrested yesterday. The El Paso Sheriff’s Office will seek extradition back to Texas for his probation violation.

Sandoval, 41, had assumed the identity of his wife’s first husband, and was collecting benefits from the state of Kansas. Authorities also discovered another counterfeit driver license in his possession.

Sandoval disappeared from El Paso shortly after being convicted on two counts of indecency with a child in 1999. He was designated one of the Texas Top 10 Sex Offenders last year.

After the DPS agent contacted the Kansas Bureau of Investigations, the U.S. Marshals Service, Topeka Police Department and the Kansas Department of Corrections arrested Sandoval. U.S. Immigration and Customs Enforcement also provided information that helped find Sandoval, who is an illegal immigrant.

The Criminal Justice Division of the Governor’s Office authorizes Crime Stoppers cash rewards for tips leading to the capture of a Most Wanted Sex Offender. No reward will be paid in this case.

The 10 Most Wanted Sex Offenders are available on the DPS website and have last known addresses in the following cities:

    *Houston (3)
    *El Paso
    *Austin
    *Amarillo
    *Lufkin
    *Grand Prairie
    *Whitney

The public should not try to apprehend these criminals as they are considered dangerous. Anyone with information on these offenders can provide anonymous tips in three different ways:

    * Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
    * Text the letters DPS—followed by your tip—to 274637 (CRIMES) from your cell phone.
    * Submit a tip through the DPS website by selecting the sex offender you have information about, and under their picture is a link to submit a web tip.

The program identifies violent sex offenders who have either violated parole or failed to comply with sex offender registration.
