Virtual fence
A Virtual fence would be as effective at stopping lawbreakers as a virtual jail would be to hold them. They have already found ways to "trick" the surveilance systems. Would be harder to trick a 20 foot tall double layer fence topped with razor wire. Even better to electrify it. Not enough to kill, but enough to discourage contact. If the electric wires are cut, it would send a signal to border patrol of a breech.
Colorado county ordinance would prevent taxpayer funds to assist...
