The Senate and White House reached a deal on bringing millions of illegal immigrants out of the shadows and securing US borders.

The pact would provide a path to permanent residency and citizenship for illegal workers, establish a merit-based points system for future immigrants and also create a temporary worker's program.

The bill, which emerged from exhaustive round-the-clock talks, and will be debated in the Senate next week, will provide 18,000 more border patrol agents, and scores of radar and camera towers on the US border with Mexico, according to AFP.

Republican and Democratic aides said the deal was intended to move the US immigration system to a merit-based system, rather than prioritizing claims for extended families of immigrants.

If it becomes law, the bill will set up a seven-part immigration system.

Those illegally in the United States before January 1, 2007 will be able to pay a 5,000 dollar fine and get a non-immigrant 'Z' visa which will allow them eventually to become eligible for a green card or permanent residency.

Criteria for green card allocation will also change, moving more towards merit-based immigrants on a points system from family-based immigration.

Points will be awarded for proficiency in the English language, graduate and post graduate education, excellence in science, technology and mathematics disciplines and for expertise in an area of high labor demand.

It's the dumbest thing to ever come out of the US Congress.

I'm still scratching my head and trying to figure out who on earth is going to be dumb enough to believe that MILLIONS of people are going to "come out of the shadows" over this!

You'd have to be drunker than Ted Kennedy to think that taking the fear of arrest and deportation out of the equation is going to bring these people forward to register with ICE. They all have learned how to beat the system using false papers and fake ID's (not to mention stolen identities). They drive around in new cars and trucks with no insurance and stolen tags. They live in nice homes, financed to the rafters by greedy banks using bogus credit. Their kids go to good schools and eat free lunches. Their health care and dental bills are paid by people they never even met. They can rape, rob, and pilage with impunity and wake up tommorrow with a brand new identity, and if they get caught breaking any laws the worst that likely will happen is they have to go home and visit the family for a few weeks until they can catch a ride back to the good old USA! Sure they may have a job and pay taxes, but what happens at year's end when they get that great electronically filed full tax refund because according to the tax return they filed they are a working poor man?

Yep! I can see them lining up at ICE to sign up for a chance to work like a dog 10-12 hours a day, hoping to make enough to feed the family , make the house payment, pay the car payments and car insurance, and cover the tax increases that all the new welfare recipients are gonna generate! Traffic will be tied up for months when the sign-up begins!
