Libous says he opposes driver's licenses for illegal immigrants

State Sen. Thomas W. Libous, R-Binghamton, has some constituents who contact his office regularly about lots of issues, but lately his staff has been hearing from people who haven't spoken up before -- people upset about Gov. Eliot Spitzer's proposal to grant driver's licenses to illegal immigrants.

"It's Democrats and Republicans, people of all ages," Libous said. "And they're all opposed to this notion."

So is Libous.

"This is not about immigration and it's not about voting rights," Libous said. "It's strictly a security issue. Our world changed on 9/11. Homeland security is vitally important, especially in New York. A driver's license provides the key to opening bank accounts, or taking flight lessons. Easing the requirements could be very dangerous."

Spitzer says preventing illegal immigrants from getting licenses only forces them to drive without insurance, contributing to more hit-and-run accidents and higher insurance rates for all New Yorkers.

The state Catholic Conference, led by Edward Cardinal Egan, backs Spitzer, saying allowing illegal aliens to drive to work is "economic justice."

The majority of county clerks in New York disagreed last week and urged the plan be scrapped. Many said they would refuse to process such applications.

"What part of 'illegal' don't people understand?" asked Libous. "My grandparents and just about everybody else's ancestors came here and followed the rules. A driver's license is a privilege; it's not a right."

Libous said opposition is widespread in the Legislature not only to the measure but to Spitzer's attempt to impose it by executive order. "Many Democrats are bothered by that, and ready to challenge the legality," Libous said.

Libous said the Senate's Homeland Security and Transportation committees will hear from security experts and review the recommendations of the 9/11 Commission in hearings later this month. "Everyone we've talked to so far thinks it is a bad idea," he said. "I don't think that consensus will change."
