    (The Politico) Rudy Giuliani says he would allow a significant portion of the nation's illegal immigrant population to stay in the country as long as they paid a fine, paid taxes and got in the back of the line in applying for citizenship.

    But does his plan, laid out on Fox News Sunday this morning, amount to "amnesty," that dreaded catch phrase in the immigration debate.

    "Not at all," said Giuliani, who desperately needs to win the Florida primary later this month to stay in the GOP race. "They would have to pay fines. ... They would have to get in line" to apply for citizenship.

    Giuliani says his immigration plan would call for a border fence, high tech identification of immigrants and deportation of illegal immigrants who commit crimes. Still, that would leave potentially 10 million illegal immigrants in the United States, and Giuliani says his plan calls for a "self selection process" in which illegal aliens who want to stay in the country would be photographed, finger printed and pay taxes on their wages.

    Still, any immigration plan that even hints at a path to legitimacy for illegal immigrants is going to stir controversy within the Republican party. Sen. John McCain, fresh off his New Hampshire primary win, was booed at a campaign rally yesterday where he laid out a path to legal residency for illegal immigrants.

    Giuliani said it's unrealistic to try to deport every illegal immigrant. "It's numbers the government can't deal with," he said.

    Stay tuned to see how Giuliani's trial balloon on immigration goes over with the party base he needs to woo to stay competitive.

    Looks like Giuliani needs schooled on the definition of amnesty:

    AMNESTY is legislation to forgive the breaking of immigration laws and to make it possible for illegal aliens to live permanently in the United States. Amnesty represents a system of federal rewards and assistance for illegal aliens, and they entice an even greater number of foreign nationals to illegally enter a country.

    AMNESTY:
    1. A general pardon for offenses against a government
    2. An act of forgiveness for past offenses, esp. to a class of persons as a whole
    3. Forgetting or overlooking any past offense

    Amnesty would be rewarding the invaders with the very thing they sought when they broke into our country...amnesty. Of course, they also sought good paying jobs, a smorgasbord of public services and benefits, health care and free education. But, the ultimate prize they are seeking is amnesty, which legitimizes their illegal presence and absolves them of all their crimes. Amnesty is awarding these lawbreakers (I call them criminals) with citizenship (those who support amnesty like to call it a 'pathway to citizenship' in order to minimize it). Amnesty has nothing to do with paying a fine or standing in some line or having to get a fallible background check or any other little inconvenience the invader may have to 'endure'. Amnesty is absolvement of their crimes and providing citizenship. Should that be the case, American citizenship will have been devalued to the point of irrelevance for those that value America, play by the rules, value the law and follow the law.

    Its the basic McCain plan , without McCain and it is amnesty

    And this of course does not make Rudi a viable candidate

    The 24 hour Z-Visa is AMNESTY for 38M illegal aliens...with a tiny little slap on the wrist...PAY A FINE and LEARN TO SPEAK ENGLISH! It's a magic wand....poof...you are a PERMANENT RESIDENT OF THE USA!

    The "Fine" is cheaper than what they are paying to the coyotes; and we all know they will never learn English!

    Get in line for citizenship???? Most of them do not care about becoming citizens - they just want the right to live here FOREVER, bring all their relatives, and sponge off the US for eternity! Citizenship??? Give me a break!

    Enforce the Borders???? We all know that NOTHING has been done...and will NEVER be done! The borders will ALWAYS be porous and 'where there's a will, there's a way'!

    They aren't being punished...they are being rewarded. Good grief...do these people all think we just fell off the turnip truck???

    Don't believe the talking points

    Pay a fine? With up to 9 years to pay it and waivers for most of them

    Learn English? Comprehensive only called for them to enroll in an English class, Nothing about having to learn anything , just enroll

    Pay back taxes ? As determined by who? If they worked illegally who knows what they owe in back taxes and I assume most of these will be waived in the fine print

    Its just outright amnesty and don't let them tell you any different

    Fox news JUST reported the Rudi said they all have to go back home

    I don't believe that for a second and Fox is blatantly lying about this

    Of course this is amnesty. This is the same type of unenforceable "pathway" amnesty nonsense that McCain, Kennedy & LaRaza tried to ram down our throats this summer.

    Giuliani cannot be trusted on this and the answer is still NO!

    The best part of this article to me was "MC Cain got boo'd yesterday at ralley, YES get out there Americans and let them know you are unhappy with their stand on illegal immigration.

    The only thing I want to hear from them is attrition through enforcement, how fast they are going to build the fence and go after employers....everything else is a cover up for eventual amnesty!
