Police arrest sexual assault illegal immigrant in Arcadia

An illegal immigrant was arrested in Arcadia Saturday after fleeing Minnesota, where he is accused of sexually assaulting a 4-year-old child, according to Arcadia police.

Leonel Rios-Uscanga, 26, is in the Trempealeau County Jail on a charge of first-degree sexual assault of a child.

He also is in jail on a hold by the Immigration and Customs Enforcement Agency.

Arcadia police arrested Rios-Uscanga at a carnival in Memorial Park after Eagen (Minn.) police last month notified them Rios-Uscanga was hiding in the area.

Rios Uscanga was living with his brother and friends using a fake name and had recently obtained a driver's license in the name of Luis Ortiz Serrano, 21, according to police.

He has an extensive record with ICE and has been deported twice. Rios Uscanga has ties to the street gang, "Surenos 13," police said.
