SENDING TROOPS
Mexican President Felipe Calderon has committed thousands of troops to stop cartel violence in Juarez.
• 9,300: Troops patrolling Juarez, a city of 1.3 million
• 1,600: People killed last year
• 700: Minimum number killed this year
• 124: People slain in May, half of them gangland style
• 47: People killed in the first week of June
CIUDAD JUAREZ, Mexico — Three months into a military surge aimed at restoring peace to this gangster-choked border city, soldiers are being blamed for the deaths of as many as four men, the disappearances of eight others and the torture of still scores more.

I know people there "the downtown area is safer but there is crime in the poorer neighborhoods".
