    AUSTIN — Texas cities would face penalties for prohibiting police from asking people they stop about their immigration status, under a bill approved Monday by the House State Affairs Committee.

    So who is going to "rat out" the cops who don't comply with the bill? How would citizens know they weren't enforcing the bill? Sounds a little "grey-area-ish" to me !
