An illegal immigrant was shot to death by a state trooper and his family wants to know why
MIGUEL ALEMAN, MEXICO – The family of an illegal immigrant wants to know why a state trooper shot and killed a suspected drunk driver.
Maria Magdalena Torres Flores wants to know why her husband was killed. Her husband was shot during a traffic stop over the weekend near Roma.
A state trooper suspected the man was drunk. The trooper says when he tried to pull the man over, he sped off and later jumped out of the car and took off on foot.
Investigators won’t give details but say Ismael Segura Mendez approached the trooper, who then fired a shot.
Mendez’s wife claims he ran and hid from the trooper, and then surrendered before he was shot.
Mendez leaves behind three children. We’re told he worked in the United States as a grass cutter and carpenter, usually earning about $45 a week for his family.
The Mexican government is calling for a complete investigation. We’re told the Mexican consulate has hired a lawyer for the family. They want answers quickly.
The trooper who shot Mendez is on administrative leave. The Texas Rangers are investigating the shooting.Support our FIGHT AGAINST illegal immigration & Amnesty by joining our E-mail Alerts at http://eepurl.com/cktGTn

So for $45 a week, a wife and 3 kids are now without their husband and father, a state trooper doing his job witha drunk driver evading arrest is on "leave", his career in jeopardy, and Mexico has yet another "lawsuit" to file.
And this is what happens when a President refuses to enforce US Immigration Law and get these illegals out of here.
I believe the lawsuits will send the message that in addition to not having enough jobs or housing or education or resources to allow these people to remain in the United States for any reason, we can not afford the "corporate liability" of their presence.
So maybe a big wrongful death suit against Texas will wake ya all up down there.
Send these people home.
This man should not have been here. On $45 a week, he is not supporting himself let alone his family. God Rest His Soul, but this wouldn't have happened at the hands of America, had he not been in America to begin with.
People cost money. They are "liabilities".
The less we have, the better off we'll all be.

I thought this story was a bit garbled. Was his wife a witness to the chase? If he'd done nothing wrong why did he attempt to evade the officer.
I do NOT believe that the officer shot the man after he had 'surrendered' as she states.
I'd like to see a clearer account of the happenings here.

Mexican shot by trooper had a bruise on his wrist
ESCOBARES – The family of a Mexican man shot by a DPS Troopers wants to know how his wrist was bruised.
The bruise was discovered during an autopsy performed on Ismael Segura in Mexico.
The autopsy report says Segura's wrist is bruised by a handcuff. NEWSCHANNEL 5 obtained this picture and the autopsy report from El Rumbo del Valle.
A Houston-based lawyer representing the Segura family is curious about the findings.
Mike Jolly told NEWSCHANNEL 5: "My first question that came to my mind was, why? Are handcuffs necessary if someone is shot? Why? Should you shoot someone in handcuffs? It's pretty shocking to the family."
The Mexican autopsy report says the bullet from the trooper's gun hit Segura in the stomach.
The trooper says Segura resisted arrest.
The Mexican Consulate in McAllen wants a thorough investigation.
"We try to point out we are very concerned about this case, said Sandra Mendoza. “It is important to clear out all the information.
The Texas Department of Public Safety says the Texas Rangers are looking into the case, and all information will be turned over to a Starr County grand jury.Support our FIGHT AGAINST illegal immigration & Amnesty by joining our E-mail Alerts at http://eepurl.com/cktGTn

Trooper on duty after shooting

ESCOBARES — A Texas Department of Public Safety trooper is back on patrol after a brief period of administrative leave following the fatal shooting of an unarmed Mexican immigrant who fled on foot after a traffic stop.
The immigrant allegedly confronted the pursuing officer in a residential area in this small town near the Texas-Mexico border.
Texas Rangers are investigating the Jan. 14 killing, in which Trooper Patrick Steven O'Connor shot Ismael Segura Mendez, 23, in the chest around 10:30 p.m., officials said Tuesday.
Some townspeople said they were angry because they thought the slaying could have been avoided. But it wasn't clear during the chase that the victim was unarmed, DPS spokeswoman Lisa Block said.
She said O'Connor and a second trooper pulled Segura over on U.S. 83 on suspicion of drunken driving. When they tried to handcuff him, Segura broke free, pushing O'Connor to the ground. He ran about 1,000 yards, stopping between a house and brick wall.
"O'Connor repeatedly warned him to stop and Segura Mendez ignored the warning and proceeded toward the trooper in a threatening manner," she said. Segura died in a hospital.
At his beauty salon, José Pérez Guerrero, 55, said he thought the killing could have been avoided. Customers there on a recent afternoon agreed.
"It was negligent because he shot an immigrant without a weapon," Pérez said.
Sandra Mendoza, a vice consul at the Mexican Consulate in McAllen, said she expects the investigation will be complete in a few weeks.
"What is clear, is that Ismael did not have a gun or something to put the police officer's life in danger," she said. "There may have been an excessive use of force."
The district attorney for Starr, Duval and Jim Hogg counties, Heriberto Silva, said his office is monitoring the investigation and would not comment.
Segura lived in Ciudad Alemán, Mexico, across the border from Roma, and worked construction jobs in the Rio Grande Valley, Mendoza said. He had three children.
Mike Jolly, an attorney hired by Segura's family, said Segura frequently crossed the border illegally to work as a laborer and had been arrested and deported for it several times.
Block said O'Connor began working out of Roma in 2004, his first post as a trooper.
"It's been a traumatic experience for him," she said. "He is trying to go back to his duties."

They 'think' excessive force..they 'think' it was clear he was unarmed...they 'think'...but they were not the person on the scene whose life was at risk...or might have been at risk...it was NOT their judgment call...it was his...he made it...I stand behind him. When he put on that badge...took that responsibility...his judgement was not in question. I don't question it now.
