    Activists gear up for immigration reform debate

    NORTH COUNTY ---- Tina Jillings and Claudia Spencer are two local Latino women who could easily represent opposite sides of the nation's immigration reform debate.

    Jillings said she will soon travel to Washington, D.C., as part of a group lobbying Congress for wide-reaching reform that she hopes includes legalization for the country's estimated 12 million illegal immigrants. Spencer, on the other hand, was recently featured in a newspaper ad arguing against illegal immigration.

    "Illegal aliens and their supporters would have you believe that all American Hispanics want open borders, unrestricted immigration and amnesty for law-breakers," the ad, which features a large picture of Spencer's face, reads. "That is just not true."

    The women are Vista residents trying to influence a debate that began last week in the nation's capital over what to do to overhaul the country's broken immigration system.

    Last week, some Republicans complained that they were being left out of the bill-writing process. Sens. John McCain, R-Ariz., and Ted Kennedy, D-Mass., are expected to unveil a comprehensive immigration bill this week.

    Rep. Brian Bilbray, R-Solana Beach, said a comprehensive bill that includes amnesty for illegal immigrants would be an insult to legal immigrants.

    "It would be a slap in the face because they played by the rules and those who didn't play by the rules would be rewarded," Bilbray said.

    The ad, which ran in the Feb. 25 edition of the North County Times, was sponsored by You Don't Speak for Me, a group of Latinos opposed to illegal immigration, and the Federation For American Immigration Reform, a Washington-based group that advocates stricter immigration laws.

    Spencer, a naturalized U.S. citizen from Mexico who is the group's California president, was out of the country Friday and could not be reached for comment, according to her husband, Michael Spencer.

    Albert Rodriguez, the group's founder, said the ad aims to recruit other Latinos to join the group and to make the public aware that many Latinos don't want amnesty for illegal immigrants.

    "We are not against legal immigration, we are against illegal aliens from all over the world," said Rodriguez, a retired Army colonel.

    He said the group has about 5,000 members in 17 states.

    Jillings is founder of the Vista-based Coalition for Peace, Justice and Dignity, a grass-roots human rights group. She said that You Don't Speak for Me does not represent most Latinos' views about immigration.

    "I think they (represent) a minimal amount of people," Jillings said. "They don't have a big following."

    The two women represent a schism in the Latino community over immigration reform.

    The ad cites a survey conducted in September that reported 85 percent of Latinos surveyed oppose increasing legal or illegal immigration. The Polling Company conducted the survey on behalf of the Center for Immigration Studies, a Washington-based research organization that supports stricter immigration policies.

    A poll conducted by the Pew Hispanic Center, a Washington-based research organization funded by the Pew Charitable Trusts, reported that 72 percent of Latinos surveyed said illegal immigrants helped the economy by providing low-cost labor, while 21 percent said they hurt the economy by driving down wages.

    David Shirk, director of University of San Diego's Trans-border Institute, a USD-based group that studies cross-border issues, said the Latino community is no monolith. But the outcome of surveys often depend on how questions are framed.

    "I think the Center for Immigration Studies and the Pew Hispanic Center have clear tendencies in their data gathering," Shirk said. "Both are scientific in their sampling methods, but it comes down to the questions" that they ask.

    Col. Rodriguez said the You Don't Speak for Me ad ran in newspapers in other cities, such as Washington, Chicago and Boston. It will soon run in other parts of the country, including New Jersey and Michigan, he said.

    Jillings said she plans to lobby congressional representatives March 12 and 13 as part of a delegation of activists with the American Friends Service Committee, a human rights group with an office in San Diego.

    My name is Claudia Spencer. I am here today specifically because I was born and raised in Mexico, and I now find myself, as a U.S. citizen, involved in a battle for the soul of a country I never expected to hold so dear….against an enemy I thought that I had left behind forever when I left Mexico. My message today is not the one I had intended to present when I was originally asked to speak before this group. Nor are these the same words I would have spoken prior to witnessing the shameless demonstrations by thousands of Mexican illegals across the country this weekend.
    First, let me point out that I have spent most of my life in Mexico, and have 30 years of firsthand experiences with the country and the people. An un-sugarcoated account of these experiences can many times come across as politically incorrect, even under the best of circumstances. And today as I witness thousands of my former Mexican countrymen illegally in the streets of the United States, a country that is not their own, shamefully demanding rights and privileges to which they are under no stretch of the imagination entitled, it is far from the best of circumstances. So please forgive me if I allow the painfully obvious truth to trump political correctness.
    I grew up in poverty, along with 2 brothers and a sister, in Mexico…And by poverty I mean in a house partially constructed of cardboard. Yet my father saw the value of education, and somehow, through an enormous amount of hard work and sacrifice, managed to put all of his children through college. I am an architect, as is my brother. My sister and other brother are civil engineers. Of the tens of thousands of Mexicans marching, complaining and demanding in the streets of cities across the United States this weekend, I would bet my life that not a single one measures up to my father in terms of character and basic value as a human being.
    Before legally entering the United States in 1998 to be with my husband, I had little actual knowledge of the United States. I knew only, according to returning Mexicans who had been here, mostly illegally, that gringos were stupid, gullible, manipulative and unjust……the same accusations being launched at American citizens by thousands of Mexicans illegally in this country who are demonstrating in the streets this weekend. However, upon my arrival here in the United States, I was immediately struck with the kind and generous nature of the people of the United States, in sharp contrast to my lifelong experience with my countrymen in Mexico; and not at all consistent with the horrific tales told by returning travelers. Never once in the years that I’ve been here have I experienced the slightest hint of discrimination, disrespect, or racism based upon my Mexican heritage. Never, ever! Despite the cries of racism even now being chanted in the streets, I can assure you from my own experience that Americans are not a racist people. In fact, the true racists are carrying Mexican flags down the streets of our country even as we speak, making very real threats to overwhelm and “re-conquer” us by sheer numbers, and return this country to La Raza, the Mexican race.
    Do you want to hear about my sole encounter with racism? It occurred last week while I was participating with the San Diego Minutemen in a peaceful rally in front of our Congressman’s office to protest the addition of any amnesty clause to HR4437. Our resident pro-illegal alien Latina activist was also there making her views known to the media, and after she had finished I attempted to engage her in a calm and rational discussion of the issue. She quickly became enraged, and you guessed it, accused me, a member of the same brown skinned race as her, of racism.
    With the majority of at least 12 million illegal aliens operating under the same brand of logic, as evidenced by all manner of activities this weekend, it is clear that we’ve got trouble and need to invoke some serious measures to deal with it. HR4437, without a hint or possibility of amnesty, would be a good start.
    Please listen closely to this. A reporter with one of the Spanish language TV channels covering the massive street protests of HR4437 occurring right now, summed up the grievances of the Mexican crowd…And listen to this… “The adoption of this law affects the future of thousands of immigrants who are planning to come to this country.” Preposterous. I hope President Bush is listening.
    I am speaking here today because of concern for my country, my city, myself and my family. I am watching as everything around me becomes more and more like what I left in Mexico. More crime, more violence, more trash; and more contempt for the English language and the US Constitution….and less overall respect for your fellow human being. Because I am Mexican by birth, it is clear to me that a great deal of this deterioration is due to the actions of those who are here illegally. As an example, let me point out that a member of my own family was murdered in Mexico, and the criminals escaped to the United States to avoid capture by the police. I can only assume that they continued to commit criminal acts while in this country, as do millions of other illegal aliens.
    I don’t really understand why a country as powerful as the United States allows this to happen and destroy what the many good people have built here over the past 200 years. But I do know that we must do what we can. I feel anger for those who are damaging the country that has welcomed me with kindness and respect, and as a new citizen of the United States, I ask you to recognize the wonderful country you have here, and to do everything in your power to preserve it for all of us and our children.
    A very important figure in Mexican history made an important quotation, stating: “Among individuals as among nations, the respect for the rights of others is peace”. For this reason, Vicente Fox should be ashamed of representing Mexico, as should Mexican illegals, since they don’t have any respect for our laws neither rights in this country. The rights of Mexican illegal aliens begin where the rights of Americans end, just south of our southern border.
    It is absolutely unacceptable that President Bush is holding hands with Vicente Fox, while his country is paying for the consequences of Mexican degradation.
    Let’s start fighting for our rights and God bless America.

    This is from the Immigration Watchdog site. I felt this was so well put by this woman, on how the illegal immigrants are, their lifestyle and how degraded Mexico is. She gives credence to our already well known knowledge of what theses people are doing to our communities, turning them into Mexican slums.

    She makes so many points, copy this, get it out to people and have them pass it on. I am.

    Claudia Spencer is part of unconventional anti-illegal immigrant group

    VISTA ---- Claudia Spencer speaks English with a heavy Spanish accent. The daughter of a humble construction worker, she grew up in a poor family in her native central Mexico.

    Given her background, she might fit the mold of a conventional pro-immigrant rights activist, similar to those who have demonstrated recently against work and rental restrictions on illegal immigrants.

    But instead, she frequently stands by her husband, Michael Spencer, on the opposite side of immigration rallies ---- the side that waves American flags and protests against hiring illegal immigrants at day-labor sites in North County.


    Two city ordinances have put North County in the spotlight of a heated national debate about immigration reform. The Escondido City Council recently voted to bar landlords from renting to illegal immigrants. And the city of Vista approved an ordinance requiring employers to register with the city before hiring day laborers off the streets.

    Claudia Spencer's stance on illegal immigration has made her a controversial figure among some Latinos, some of whom have called her a racist, she said.

    But Tina Jillings, a local community activist and candidate for Vista City Council, said she believes Claudia Spencer is being used by anti-illegal immigration activists.

    "They say it's not about race, but it is," Jillings said. "They believe that (having Latinos among them) gives them the entitlement to do what they do and say what they say."

    Due to her activism and perhaps because of her background, Claudia Spencer has become a frequent guest on conservative TV news shows, such as "Your World with Neil Cavuto" on Fox News, speaking out against California's pro-immigrant rallies in May.

    Her TV interviews brought her to the attention of the Federation for American Immigration Reform, a national group that seeks to curb illegal immigration.

    Against the tide

    At the time, the federation was helping to form the You Don't Speak for Me group of Latinos who oppose illegal immigration and who were looking for a platform to differentiate themselves from the predominantly Latino marchers on the streets.

    It was a perfect match.

    The group, launched in May, has about 3,000 members nationwide. Claudia Spencer was among its founding members, along with retired Col. Al Rodriguez, the group's chairman; Carmen Morales, a New Jersey school bus driver; and Mariann Davis, an attorney whose parents immigrated from Ecuador.

    Claudia Spencer, a 37-year-old Vista resident, said last week that she would get angry at the TV images of people demanding amnesty for illegal immigrants.

    Spencer, whose maiden name is Garcia, said her father's struggle in her small Mexican town to raise four children, all now university graduates, taught her that poverty in Mexico is no excuse to cross the border illegally into the United States.

    "We were very, very poor," she said. "I had an opportunity to live among these people that you see in the streets of Vista, in the streets of Escondido and in the streets of all the United States ---- people that have a lot of ignorance that don't want to make any progress in their lives, and the only thing they want is to get everything easy."

    While growing up in Morelia, Michoacan, she often heard people who returned from the United States saying that "gringos were stupid" and gullible, she said.

    "That's what makes me very angry, when people here (say) that these people come illegally to this country because they want to survive; they want to feed their families," she said. "You know what? The person that wants to do it can do it in Mexico without violating the rights of anybody in other countries."

    Sitting by her side Thursday during an interview, her husband, Michael, agreed. He started a group called the Vista Citizens Brigade earlier this year to protest against employers who hire illegal immigrants at day-labor sites.

    Claudia Spencer was at his side as he started the group, and soon became a figure of the movement on her own.

    A different world

    Since Vista's ordinance was introduced, Michael Spencer's group has demonstrated in parking lots and on street corners where day laborers, who the group alleges are mostly working illegally, gather to wait for work. The protesters, along with several demonstrators for immigrants' rights, have waved signs and shouted at one another.

    Claudia and Michael Spencer have said immigrant-rights activists are encouraging illegal behavior. Their opponents have called the anti-illegal immigration group racist and extremist.

    In a speech to the National Press Club in Washington, where she was invited to speak in May, Spencer used the same terms that her husband's group, and similar groups like the SDM, have used to describe illegal immigrants. She called illegal immigrants and their supporters "mobs of foreign invaders" and "reconquistas." The Reconquista, a historical term referring to the reconquest of land by Spain in the 15th century, has been used by anti-illegal immigration groups to describe what they have argued is the takeover of the U.S. by Mexican immigrants.

    "And please, please don't allow the rantings of the hordes of shameless, ungrateful, illegal foreigners to cause you to doubt yourselves on this issue," she told those in attendance.

    Minority view?

    Claudia Spencer was in her late 20s in Mexico when she found a magazine advertising marriages to American men. In Mexico, she said she experienced a culture where Mexican men did not appreciate successful, independent women of her age. She thought American men might be more open-minded, she said.

    The ad she ran garnered hundreds of letters from American men, she said. One of them would be her future husband. The couple married eight years ago in Mexico, and she had to wait eight months for immigration authorities to process her paperwork before entering the United States.

    Claudia Spencer became a U.S. citizen three years ago and continues to work part time as an architect. The couple have a 2-year-old daughter.

    Her activism with the group You Don't Speak for Me has landed her in Washington, where she lobbies Congress for stricter border security.

    She told the press club that the country is being invaded.

    "I'm here to tell you the truth as I know it about the Mexicans who have invaded our country illegally, and I warn you right now that the truth is not pretty, and it is often quite politically incorrect," she said in her speech.

    The speech and interviews like it have made her a hero among those lobbying to stem the flow of illegal immigrants, now estimated to number about 12 million in the United States.

    "You're seeing a groundswell, a groundswell of people now (caring) about this," said Jeff Schwilk, a friend of the Spencers and founder of the San Diego Minutemen, an anti-illegal immigration group based in North County.

    But to others, such as Jillings, Claudia Spencer is a far more controversial figure. Jillings said she believes Claudia Spencer and her group represent a small minority in the Latino community.

    The two women, who have often stood at opposite sides of rallies, had a verbal confrontation in Vista earlier this year.

    "I think it's a minority (in the Latino community) that feels that way," said Jillings, who is Latino. "If the majority felt that way, there would be more than Claudia Spencer standing by her man. They don't speak for me."

    Which side of the illegal immigration divide one falls on is as clear as right and wrong, Claudia Spencer said. Her group plans to start a San Diego chapter soon.

    "Why am I on this side?" she asked. "Because I want everything to be just. I don't care about the color of your skin. ... (My father) always taught us that you shouldn't take what doesn't belong to you, and these people are trying to take something that doesn't belong to them."

Latino means a native or resident of Latin America (Latin America designates the Western Hemisphere nations south of the United States that have Spanish, Portuguese, or French as their official language). Native indian means pre-columbian indian. Brazilians are latinos, but not hispanic or native indians. Brazilian indians are native inidans but not hispanic or latinos. I am 1/8 American indian, but I am not at all hispanic or latino. In this debate, the only valid measure is those for illegal immigration, and those against illegal immigration. A subset is those for deportation, and those for ignoring the presence of illegal immigrants."
