The article did not say he is an illegal alien but look at the link after the article and that is his booking info. According to the immigration part regarding a warrant and bond indicates he is illegal. In cases where they are a legal resident and have commited a felony crime and they are looking at deportation they only put hold for immigration in the booking info.

Man charged in three sexual assaults

Arturo Ortiz Soto has been charged with two sexual batteries and an attempted sexual battery.Miami Beach police have arrested a man suspected in three sexual attacks over the past two years, the department said Thursday.

Arturo Ortiz Soto, 29, a sushi chef, was booked into Miami-Dade County Jail early Thursday and charged with two sexual batteries and an attempted sexual battery, according to jail records. He also faces two robbery charges.

Police said Ortiz confessed to the three crimes and also to other attempts that occurred in 2007.

Ortiz was arrested for an attempted assault that happened Wednesday night. This is what police say happened:

Ortiz lured a woman into a dark alleyway near Ninth Street and Ocean Drive. He started punching the woman. A homeless person saw the attack and began screaming.

Ortiz then fled and a bystander spotted him getting into a taxi. The bystander alerted police, who arrested Ortiz.

That's when, police say, Ortiz confessed to the attacks in 2006 and 2008 that involved two tourists in Miami Beach. He told detectives he would try to lure the women with drugs. He would also steal their cellphones so they couldn't call police.

Police said Ortiz looked for American, fair-skinned women.

''That is his ideal woman,'' said Detective Osvaldo Ramos of the Miami Beach police.

WAUKEGAN - Calling him a "poster child" for why women in the community need to be protected, a Lake County judge sentenced a Vernon Hills man to 15 years in prison for fondling and sexually assaulting a woman outside a department store.

Jose Gutierrez's October 2007 arrest for a July 2007 incident in which he fondled and manually assaulted a woman outside a Vernon Hills Target store is the zenith in a string of unacceptable sexual behavior, said Judge George Bridges.

Bridges sentenced him to 15 years for that crime, despite pleas from Gutierrez that he was truly sorry and testimony from Gutierrez's wife that he is needed at home to care for their three daughters. Upon completion of the sentence he'll likely be deported back to Mexico, Bridges said.
Gutierrez, 32, of the 300 block of Farmingdale Circle, was arrested last October after a woman at Target complained that he followed her around the store and then went underneath a Halloween display table to masturbate. He is accused of a similar incident at an Arlington Heights Kohl's store in 1998 and appeared then in Cook County court charged with indecent exposure.

Upon his arrest police were able to connect him to the July 2007 incident at the same Target store, where a woman told police a man matching his description followed her outside the store and began fondling her, before sexually assaulting her.

Gutierrez was convicted of criminal sexual assault in that case, and claimed at the time that the victim brought it on herself because she enticed him by how she was dressed, said prosecutor Ken LaRure.

At his sentencing hearing Wednesday Gutierrez accepted responsibility.

"I am guilty of everything. The victim is not guilty of anything. I know she can dress anyway she wants and I don't have a right to touch her. The truth is, I need help," he told Bridges.

"I would agree that you are in need of a tremendous amount of help, "said Bridges. "That is very troubling that you believe the victim should (bare) some responsibility because of what she was wearing. Clearly this is ludicrous."

I posted the link for the rapists booking information in the comments after the article. The Miami Herald actually removed it and rewrote the article. In the new article I also mentioned to check the booking record. Let's see if that gets removed again.
