A Mexican pimp was sentenced in federal court in Richmond to 17½ years in prison Wednesday for transporting a minor for illegal sexual activity and sex trafficking of children.
Javier Flores Mendez, 24, of Tenancingo was caught on Interstate 64 in Henrico County in a speeding Ford Expedition full of illegal immigrants — one of them a 16-year-old girl bound for Queens, N.Y., where she would be his prostitute.
He pleaded guilty to the charges in August and was sentenced Wednesday by U.S. District Judge James R. Spencer.
His girlfriend, Sandra Castillo, 25, of Queens, N.Y., pleaded guilty in September to a charge of transporting a minor for illegal sexual activity and faces up to 10 years in prison when sentenced on Dec. 22.
According to sentencing documents filed in court, Flores Mendez is from “a town known for having a widely accepted culture of pimping and prostitution.”
In a statement of facts, Flores Mendez admitted approaching the then-15-year-old girl in March 2013 in a different town and buying her a cellphone that they used to communicate for several weeks. She was persuaded to live with him in Tenancingo. He treated her well at first but then began threatening to kill her if she did not do as he told her or if she tried to run away.
In October 2013, Flores Mendez told the girl she would have to start working as a prostitute at various bars in Mexico and that they would cross the U.S. border — and travel to Queens where she would also work as a prostitute.
On Nov. 4, 2013, Flores Mendez and the girl were in the SUV with other illegal immigrants headed from Houston to cities in the Northeast when a Henrico police officer stopped the vehicle for speeding on I-64 near the Staples Mill Road exit.
Flores Mendez and the girl were put into immigration detention, and an investigation followed by the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations.

We need a moratoium on immigration, while we figure out what we really need. At a time when wages and work force participation are down and even our STEM graduates can't find work, do we really need or want any immigration at all?
