Loophole lets wrong people get plates; Immigrants lacking licenses can get them, so what's to stop terrorists?

This story will drive you crazy. Unless, of course, you don't mind sharing the road with unlicensed – and possibly unqualified – drivers who have exploited a legal loophole with the help of state and local officials who know about the problem… but insist they are powerless to stop it.

It certainly drives Allen County Recorder John McGauley crazy, whose office normally oversees various mundane legal documents but has recently become an unwilling partner in an apparently legal effort to circumvent state laws that limit driver's licenses to legal residents.
