an "illegal" rally in Lexington, KY

Our municipal rules in Lexington, KY prohibit political speeches in our parks, along with posting placards, etc. Some in our parks and recs, however, have an affinity for certain groups representing illegal immigrants, so they let the rally pictured in this video go ahead, issuing a permit to one of the Parks and Recs employees representing the group. They also collected moneys for their organization, clearly against the rules of their permit. When the mayor was notified with a criminal complaint, he did nothing but deflect the criticism. This is not over. "It goes on."
