    Release it as soon as possible. It’s a matter of public record.

    Release it to the media after the person has been convicted.

    That 3% must be the criminals


    (12,000,000 about of the 400,000,000 = 3% ; numbers don't lie
    and my theory is 400 million and the government is coming up with a percentage based on criminals and jail records to get 12 millions who are here illegal.)
