2 arrested trying to bribe Sec. of State worker for IDs

Lansing— Two Lansing-area men face bribery and conspiracy charges after allegedly offering a Michigan Secretary of State employee $1,500 to obtain illegal driver's licenses.

Secretary of State Ruth Johnson's office said today 60-year-old Michael Anthony Pennino of DeWitt and 25-year-old Francisco Flores of Lansing approached a Lansing branch employee last August and offered the money for driver's licenses without the required documentation or Social Security numbers. The Michigan law requires the Secretary of State to verify Social Security numbers before issuing either a driver's license or a state identification card.

Flores said he had no comment until talking to an attorney Monday. A home telephone for Pennino was disconnected and he could not be reached for comment.

A third suspect is being sought and the investigation is ongoing, Michigan State Police Sgt. Tom DeClercq said.
