Victim of Forced Catheterization by Police Flees Country

PORTLAND, Oregon – Police in Portland stopped two bicyclists for not having lights and for riding their bikes while standing up, which they said was a violation of an Oregon statute. One of them, a Venezuelan native named Jason Barnes, refused to show his ID until he was shown the statute and charged with violating it.

He was arrested for suspicion of DUI and taken to a jail, where after he exercised his right to refuse a breathalyzer test, he was denied access to a restroom until he provided a urine sample.
He was taken to the hospital by Officer Joshua Wilson of the Washington County Sheriff’s Office, who attempted to force Barnes to urinate into a specimen cup, first by grabbing his genitals and then, after Barnes had fallen to the floor, by pressing on the small of his back.
He then summoned the hospital staff to forcibly catheterize Barnes. The victim described the experience as “nothing short of rape.” Afterwards, the police obtained a blood sample from him as well. The victim was charged with DUI, assaulting a police officer and tampering with evidence, but the charges were dropped a week later.
Barnes has left the country for his native Venezuela, which he says is “much safer.”
