OCT. 25 1:57 A.M. ET A top U.S. commerce official said he expects the United States to make progress with President-elect Felipe Calderon's administration in improving the efficiency of border trade.

David S. Bohigian, the U.S. assistant secretary of commerce for market access and compliance, was visiting Mexico on a three-day fact-finding mission to better understand the challenges of balancing trade and security, he told reporters Tuesday.

"It's incredibly important to ensure that flu, terrorism, and other things aren't crossing borders, but the ability in the same environment to get goods moving more efficiently across the border isn't precluded by more security," he said, citing the use of technology.

In March 2005, the two countries, along with Canada, signed the Security and Prosperity Partnership of North America, which seeks to enhance the North American Free Trade Agreement by greater harmonizing the countries' trade and security policies.
Bohigian also said he hopes to make progress on intellectual property rights.

"As we've seen in country after country around the world ... the protection of property rights leads to more prosperity," Bohigian told reporters.

Calderon is scheduled to visit U.S. President George W. Bush in Washington on Nov. 9. The leaders will discuss cooperation on trade, economic growth and security, among other issues, White House press secretary Tony Snow said.
