    NAIS

    For those of you that do not know about the National Animal Identification System


    For those who like to be informed before making comments regarding bills, the proposed Farm Bill is HR 5384. It can be found via thomas.loc.gov. In this bill, appropriation is made in the amount of $33,107,000 for “animal health monitoring and surveillance for the animal identification system.” (page 64). Anyone wishing to comment should go to http://agriculture.house.gov/inside/feedbackform.html to do so. The more negative comments received on NAIS, the more apt the Paul Amendment to defund NAIS is to pass.

    NAIS is the outreach of the Patriot Act of 2001, PL 107-56,
    Section 1013 (9): “Improvements must be made in assuring the safety of the food supply”,
    Section 1016(d)(2)(B): “Acquisition from State and local governments and the private sector of data necessary to create and maintain models of such systems and of critical infrastructures generally.”
    And
    Section 1016(e): “CRITICAL INFRASTRUCTURE DEFINED.*In this section, the term ‘‘critical infrastructure’’ means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.”

    Portions of two laws, passed in 2002 * Public Law 107-171 and 107-188 * were codified into the United States Code as 7 USC, Sections 8301 through 8321, deemed the Animal Health Protection Act. In this section of code, 7 USC, Section 8320, provides the authority for NAIS.

    HOWEVER, there is no authority, beyond the authority given the Secretary of Agriculture and/or Secretary of Homeland Security to establish rules, for the dates that have been decided for implementation, January 2009 being the date stated when ALL meat producers MUST be registered, have premises identifications numbers (PIN) and animal identification numbers (AIN).

    Dissension is growing.

    Stated to the point of redundancy in NAIS documents is that this system is to keep food “safe.” However, nowhere in NAIS documents published is provision made for the AIN number to follow the meat from the point of slaughter to the consumer. Were the purpose really “safety of the food supply,” this provision would be foremost.

    It isn’t even included.

    As such, it becomes abundantly clear that NAIS is about control over the livestock industry in the United States via establishing more top heavy, inefficient, heavy handed, and unresponsive big government.

    The system, as now established, will require the movement of any animal off the premises to be reported to the government. If a horse or cow has to go to the vet, it must be reported. If a horse takes the bit, goes through the fence and disappears in a cloud of dust, it must be reported. If you want to ride your horse on the main road, it must be reported. If you have to move your herd to a new pasture via the main road, every single animal moved must be reported. If your chickens fly over the fence into your neighbors yard, it must be reported. If you have domesticated ducks that fly, and they fly off your premises, it must be reported.

    It is easy to see how totally “over-the-top” the requirements of this system will be.

    There have been two cases in 3 years of BSE (Mad Cow Disease) in the United States, one in Washington, one in Alabama. BSE takes years to develop in a bovine. BSE takes years to develop in bovine. What about cattle who have been around a cow with BSE but were slaughtered a year or two years before that cow? Obviously, using NAIS to traceback to other cattle with whom that cow commingled is a lost cause at best, the meat from those cattle has long since been consumed.

    It has been years since an outbreak of Foot-and-Mouth disease has occurred. It is a disease that can be vaccinated for * the easiest tool to prevention if the disease is known to be endemic to an area. Again, no top heavy measures are needed to control it. No huge government data bases housing information on private citizens is necessary.

    The measures being taken to “secure” the “safety” of the meat production system in the United States is tantamount to treating the drinking water of the entire nation because one person might have the mumps. It’s ludicrous beyond being expensive and totally unnecessary.

    Agro-terrorism is a created crisis (we must keep our food supply “safe”) intended to effect the wanted solution: control of the meat production industry to achieve the ultimate goal: bringing farmers and ranchers in under the umbrella of the “sustainable global environment.”


    The agriculture appropriations bill (H.R.5384) is expected to be on the House floor Wednesday, May 17 for debate and final vote.

    Congressman Ron Paul has introduced an amendment to block all funding for the National Animal Identification System (NAIS) at both the federal and state levels.

    This may be our best opportunity to stop the NAIS.

    Please help by doing all you can. Here are some suggestions:

    1. Call YOUR Congressman. Capitol Switchboard: (202) 225-3121.

    2. Ask him/her to vote FOR the Paul amendment to the 2007 Agriculture Appropriations Bill. This amendment will block funding for the NAIS.

    BECAUSE: (choose a couple of reasons you think most appropriate, or use your own)

    a. The program has had no Congressional hearings or debate, nor has there been sufficient input in the rule-making process.

    b. The program, as now designed, will be too costly and burdensome for farmers and ranchers.

    c. The program invades the privacy of every American who owns even one livestock animal, whether a horse, pet pot-bellied pig, or chicken.

    d. NAIS will not protect us against disease or bioterrorism because (i) it does not address the causes of disease;
    (ii) it does not address how diseases are transmitted;
    (iii) we already have sufficient means of tracking diseases and quarantining; and
    (iv) the recommended technology can be easily reprogrammed, so that it is ineffective against intentional (or even many unintentional) introductions of disease.

    e. NAIS will expand the government bureaucracy, at the cost of individuals’ rights and the free market.

    f. NAIS will raise the cost of food, while not providing any additional food safety

    I've only become aware of NAIS in the last few months, but it's become my number 2 issue behind illegal immigration.

    This boondoggle would even have you register a pet canary. Do you want to know how they keep track of your animals? RFID tags and satellite surveillance. How do they know where to look? You have to register your premises by GPS coordinates.

    Remember, he who controls the food controls the people.

    This will drive out the small farmers and leave us with big business farms that as you said "will control our food supply". Chips in animals, we are next. The mark of the beast?

    This would mean if you or I want to raise a few chickens for some eggs, we would have to have them tagged. The reasoning of doing this because of disease is just another scare tactic to gain more control over the masses.

    Around here many folks raise animals for food. I guess this is just another way to take control of the food chain.
