Congress lowers the volume on TV ads

Completing congressional action, the House has passed legislation that regulates how loud TV commercials can be. The bill heads to President Obama for his signature.

The Federal Communications Commission will adopt standards to ensure that commercials are not louder than regular programming. Consumers have complained for decades about advertisers pumping up the volume to grabs viewers' attention.
