    Report: California Faces Another $8B Budget Gap

    SACRAMENTO, Calif. -- The California Legislature's budget analyst says the recession has created another $8 billion hole in the state's budget just weeks after the end of a bruising fight to close a $42 billion gap through June 2010.

    Legislative Analyst Mac Taylor says in the report released Friday that California's 10.1 percent unemployment rate, further declines in the stock market and lower tax collections have led to lower revenue projections. He expects the new $8 billion budget gap in the fiscal year that begins July 1.

    State Controller John Chiang also said this week that February revenues were nearly $1 billion below previous projections.

    Taylor says the deficit will grow even larger unless lawmakers and Gov. Arnold Schwarzenegger take action.

    OVERVIEW

    Background: Gov. Arnold Schwarzenegger and legislators in February finished three months of grueling negotiations to reach agreement on a package of tax increases and spending cuts to close the state's $42 billion deficit.

    What's changing: Yesterday, the Legislative Analyst's Office warned revenue is running short of projections, creating an $8 billion hole.

    The future: The analyst urges lawmakers to look for more savings immediately.

    SACRAMENTO – Just three weeks after celebrating a hard-fought compromise that many hoped would end California's budget nightmare, state lawmakers received a fresh blast of chilling financial news yesterday.

    Although the accord appeared to close a $42 billion deficit, revenue already has fallen well below projections, creating a new $8 billion budget gap, according to nonpartisan Legislative Analyst Mac Taylor.

    Californians are tired of paying school and other taxes that support illegal immigrants and their families. But the cost of not educating (TEACHERS UNION) the children of undocumented aliens could, in the end, be far greater.

    The U.S. had an estimated 3.7 million undocumented alien residents (NON-TAXPAYERS) in 1993-94, according to the Immigration and Naturalization Service (INS). The estimate rose to 5 million by October 1996.

    Since illegal immigrants (NON-TAXPAYERS) are already denied access to most public welfare programs, the largest cost associated with illegal immigration is public-school education of their children.

    TODAY: California ALONE is estimated to have 3 MILLION ILLEGAL ALIENS, (NON-TAXPAYERS), the most of any state in the nation.

    The state of California also has the highest budget deficit of any state in the nation.

    The advocates against ILLEGAL IMMIGRATION have been saying this day will come for a long time now.

    IN 2004 THE ESTIMATE FOR THE COST OF EDUCATING THE CHILDREN OF ILLEGAL IMMIGRANTS WAS ESTIMATED AT $7.7 BILLION EACH YEAR. This figure does not include the cost of educating citizen children of illegal immigrants or the cost of special programs for immigrants such as English as a Second Language (ESL) classes free breakfast and free lunch programs, free medical care, and free dental care.

    Medical care (MEDI-CAID, MEDI-CAL) for illegal immigrants and incarceration (PRISON GUARDS UNION) of those who have committed crimes are the next two largest expenses measured in the study, the author said.
