Update on the Puerto Colonet Baja Calif. Mega Port Project

    http://www.eluniversal.com.mx/notas/594690.html

Ample time for the recording of bidding for Punta Colonet

The new schedule will be announced in coming days, the bidding for this great port project had already been postponed once last year due to a shortage of international funding

The Ministry of Communications and Transport (SCT) announced today that it will extend the registration deadline for companies interested in bidding for Punta Colonet project, being built in Baja California.

The federal agency justified this extension will be given because "investors have ratified an enormous interest in the project and we have strengthened the presentation of various proposals." Thus, the original deadline for the registration form, as well as for the registration of interest in the contest which ended on 24 and 30 April 2009, are no longer valid and the new agenda will be announced in next days.

The Punta Colonet project would require a total investment, according to the National Infrastructure Program 2007-2012, about 8 billion dollars. The tender for this major port project had already been postponed once last year due to a shortage of international funding, so the companies requested more time.

In a communique, the SCT also said that "due to its strategic significance, Punta Colonet is a high priority for the federal government, that act requires good technique and intelligence to ensure that the investment will take place there to take advantage of the way more efficiently for the benefit of Mexicans. "

Nothing was mentioned about the health emergency in the country as an explanation for this extension. Only the press release states: "In order to make adjustments to strengthen and become more agile while the bidding process and the implementation of the Punta Colonet Multimodal Project, the SCT decided to extend the deadline."

He also said that in recent weeks, officials of the agency held a series of meetings with companies interested in participating in the bidding process. "Here, investors have ratified an enormous interest in the project and we have strengthened the presentation of various proposals."

Thus, with the intent to evaluate and, where appropriate, address the suggestions that have been received, the Secretariat decided to extend the period for the registration form and make the registration of those concerned.

It was reported that further adjustments will be made to the other dates set out in the Agenda for the tender, as is the deadline for receipt of proposals, opening of technical proposals, economic, and days of the failure of the signature and award of contract.

    Bids opening for Mexican Infrastructure

    http://www.obrasweb.com/art_view.asp?se ... evista=436

    The challenges of Molinar

The former head of the IMSS's mission is to accelerate the National Infrastructure, but the most outstanding SCT inherits guidelines.

    David Aguilar Juarez

The commissioning of Juan Francisco Molinar Horcasitas (Chihuahua, December 18, 1955) will not be easy. Upon arrival at the Ministry of Communications Transport (SCT) should expedite the implementation of the National Infrastructure resolve contentious outstanding telecommunications and generate the greatest possible impact on employment through public resources.

Nothing simple, said Enrique Dussel Peters, a researcher at the Faculty of Economics, UNAM, as the railway infrastructure, port and road today is inadequate, expensive and unsustainable financially and environmentally.

Moreover, Dussel adds, "the federal government should assume a leadership role in one of the points in the economy that could absorb the last one and a half million people joined the Economically Active Population (PEA) in the country."

Molinar comes with IMSS not very flattering title of being the institution with the more cumbersome procedure of Mexico. Works tried to consult experts and political scientists who preferred not to give your opinion, although sympathetic to their 'fit' at the head of the SCT were justified by the need for a 'more political' in the field of telecommunications, in which There are three major outstanding: tender band spectrum; tender the fiber optic backbone of the hands of CFEs and implement the interconnection of fixed-mobile telephony.

    THE LIST OF OUTSTANDING PROJECTS

In infrastructure and transport are also major challenges:

    > Reconcession packages of privately operated toll highways in areas Farac Pacific, Northeast, Southeast, Gulf of Mexico, Mexico-BajĂ*o, Michoacan and south of the country (the latter is the Autopista del Sol).

    > Bid, award and construction of six roads, with investment of 2,500 million dollars under the scheme Servicing public-private partnerships (PPS).

    > Tendering Punta Colonet, the highest value (5.000 million dollars) listed on the National Infrastructure.

    > 25 Foster Program projects supporting the Federal Mass Transport: suburban train lines 2 and 3, regional light rail, metros and articulated buses (BRTs) in different major cities.

    > Completing the reconstruction of over 200 km of railroad track damaged in 2005 by Hurricane Stan in Chiapas.

    > Completing the studies for the realization of the Texcoco airport near Mexico City.

    > Tendering the new airport in the Riviera Maya (ASUR argues that it should be allocated directly). A larger airport further from but serving Cancun.

    > Convincing legislators to continue allocating resources to build an airport in the area of the Gulf of California.

    The projects were halted
    Joseph J. Guadarrama

The first quarter of 2009 was characterized by slow flow budget available for infrastructure development, which runs counter-cyclical policy of this administration to confront the crisis, lawmakers suggest, analysts and representatives of communications and transport.

This situation, they say, has caused a delay of government spending, which could reach 30 percent.

For the period January to March had been anticipated 100 billion dollars in public works, mainly water and roads.

Gustavo Caballero Camargo, secretary of the Rail Transportation Subcommittee of the House of Deputies, said that legislators observe a slow release of the projects that were approved by Congress, and labeled with resources.

Considers that this is due to inefficiencies in the implementation of government resources and the cumbersome bureaucracy, and in no way one can argue that there is a lack of executive projects or problems for the release of rights of way, given that the list approved by the Congress has all the requirements to make them viable.

It is precisely this situation that generates the subexercise budget, which in turn provides the resources going to a trust that then can be used at their discretion, the legislator added.

Francisco Chavez, an analyst at Bancomer, says it is still too early to know whether or not subexercise budget, although it acknowledges that during the first quarter has seen a slow flow of infrastructure projects, road and port, except in energy, specifically at Petroleos Mexicanos (Pemex), which clearly has noticed a change in attitude with the release of different bids.

Traditionally, says Chavez, the first months of every year is a slow starter, but this year has been more pronounced.

Agencies such as the Employers Confederation of Mexico (Coparmex), since last month had warned that the bureaucracy resulted in the first two months of the year had a subexercise of infrastructure projects.

The estimate is that some legislators may be up to 30 percent in the first months of this year, compared to 19 percent last year, has been frustrated even the goal that through the National Fund for Infrastructure (Fonadin) injected about 270 billion pesos, and all major projects are being left in good intentions for differences between units that do not free resources.

In this regard, the Secretariat of Communications and Transportation has a budget of 70 billion pesos for 2009, of which 50 billion are labeled for the development of roads and that was the goal that before the close of the first quarter was committed 80 percent of the total.

However, by the courier exchange for Luis TĂ©llez Juan Molinar Horcasitas, the unit has remained silent in the pursuit of resources.

According to the undersecretary of Infrastructure of the SCT, in February were in the bidding process works for the equivalent of 50 percent of the budget of the same unit.

Of the 70 billion pesos for 2009, 50 billion will be earmarked for road construction and modernization will absorb about 23 billion pesos will be nine billion for conservation and 16 billion for rural roads and feeder routes. The difference will be implemented in other areas such as studies and project.

The SCT has estimated the development of eight thousand 500 kilometers of new roads and upgraded.

Cristian Papayanopolos analyst Ixe coincides with Francisco Chavez, stating that it can not be forgotten that during the first quarter has seen a shortage of funding in international markets, high interest rates also increase the cost of construction in the country.

Therefore, projects such as motorways or Farac Package II of the Pacific, had to be declared void because the participants made offers below the reference price fixed by the SCT.

This situation caused the package to be reduced and that the call was relaunched once again, but the package of the Pacific has not been an isolated case in the area of ports, as if Mazatlan remain.

The call for this tender was launched in early November 2008 and would involve the development of a Multipurpose Terminal, comprising a water front of 300 meters, an area of docks built and in operation, 25 thousand 940 square meters and the load operation in a total of six positions and an equal number of docking warehouse. Private investment is estimated at 300 million pesos.

This year was the unsuccessful bid to build and operate a dedicated automobile terminal at Lázaro Cárdenas. The arguments in this case was the complex economic and financial level, the participating companies did not consider the viable development of the terminal stages and deadlines set in the ground.

In addition, the mega-port at Punta Colonet in Ensenada, Baja California, is another of the projects that are being held in the survey process to determine the possibility of division. According to the Association of Port Terminals and Operators (ATOP) is highly desirable that it conforms to the reality of the circumstances and which could even bid on modules.

Another case is that the systems analyst II and III of the suburban trains of the Metropolitan Zone of Mexico Valley, where it is estimated that public participation must be greater than the private.

In this context, the Mexican Chamber of Construction Industry has warned of a 4.9 percent drop in its activity in 2009 and so instead of fulfilling the commitment to create 350 thousand jobs, it is very likely that there are 106 thousand jobs employment terminated.

At present the budgetary resources are the main pillars for the development of a country's infrastructure, as in projects that require private financing is that venture capital is lacking.

Hugo Garcia, director of consulting practice of KPMG Corporate Finance of Mexico and a specialist in infrastructure, he reiterated his observation that the major projects involved in the National Development Plan will be deferred and that even should shrink.

It notes that the previous first quarter, no doubt there was a large flow of small projects, especially for maintenance and conservation work, but that should not be forgotten that the situation has been caused by the difficult international financial environment. This means that should not minimize the efforts of government.

Cristian Papayanopolos even notes that the construction industry that have been made, but that the sector can be offset by the significant momentum in the housing development.

The federal government had provided an investment of 570 billion pesos over the next three years to develop infrastructure, particularly roads and ports. His hope is to reactivate the temporary and permanent employment, given the global financial crisis.

    Investment falls

In February this year, the gross fixed investment (productive of the country) fell 12.1 percent in real terms to the same month of 2008, which linked four months consecutive annual fall rate. The collapse is similar to that of 1995.

The National Institute of Statistics and Geography (INEGI) reported that the individual components, investment in machinery and equipment fell 15 percent complete, and construction contracted 10.3 percent compared with the second month of the previous year.

According to Grupo Financiero Banamex, the decrease was 12.1 percent above the 9.6 percent decline expected by the market for this month and is the worst annual result since December 1995.

Explained that in February 2009, the gross fixed investment in machinery and equipment fell 15 percent total rate year and the national origin of 15.4 percent. Within the latter category fell purchases of cars and vans, trucks and tractors, railway equipment, car bodies and trailers, machinery and equipment for mining and quarrying, other navigational instruments, measuring and medical control and cables power, machinery and construction equipment.

In turn, the cost of imported home fell 14.8 percent annual rate in February, due to reductions in purchases of land vehicles and parts.

For its part, the costs incurred in construction fell in February at 10.3 percent versus the same month of 2008 due to minor building works for housing, commercial buildings, institutions and services, among others.

January-February 2009, the investment fell 10.1 percent compared to the same period of 2008, expenditure on machinery and equipment fell 12.3 percent and construction at 8.6% was lower.

For Gustavo Hernández, an analyst at the consulting firm Global Investment LLC, said it is the beginning of a decline in investment in machinery by businesses. "In the coming months will fall further, it is expected that the monthly drop of two percent and may worsen, but the contrast is noticeable in government investment."

We should look seriously at infrastructure projects which while located in Mexico serve the United States and help the Mexicans fund them. This would free up Mexicans government funds for other development projects distributed around the country which would keep Mexicans living where they are instead of coming here.

Port at Colonet current status June 27, 09

    Hi Richard,
You seem knowledgeable on the issue of the port at Colonet am trying to find current information on the outcome. I have read Alonso Garcia Tames states it is no longer feasible (June 22) but on the same day I think Mayor Núñez says he is wrong (see below). Can you please shed some light on the most recent information about the port. Gracias, Greñas

It looks like Colonet may become an export port for American coal.
