At what point does a well coordinated plan enter the realm of a conspiracy? In the interest of full disclosure, I have not been fitted for a tin foil hat, nor have I seen any black helicopters. Not yet, anyway. But I think that most Americans would be disturbed to learn that not only has the U.S. Congress been passing thousand-plus page laws that they admittedly have not even read—now we know that they did not even write them. Given the fact that highly complex bills of this magnitude don’t produce themselves, I think it is a fair question to ask, “Who did?â€
