IMPORTANT NOTE: Among all the democide estimates appearing on in this book, some have been revised upward. I have changed that for Mao's famine, 1958-1962, from zero to 38,000,000. And thus I have had to change the overall democide for the PRC (1928-1987) from 38,702,000 to 76,702,000. PREFACE

In the associated volume, Death by Government [1], I described fourteen cases in which since 1900 a regime murdered or is suspected of murdering over 1,000,000 subjects and foreigners. Four of these regimes, the Soviet Union, communist China, Nationalist China, and Nazi Germany, each killed 10,000,000 or more unarmed and helpless men, women, and children.I also gave some descriptive statistics on these and all 204 other cases of democide (genocide, politicide, massacres, extrajudicial executions, and other forms of mass murder) by state and quasi-state regimes, and non-state groups. These revealed democide's incredible magnitude in this century and well showed the close relationship between the extent of a regime's totalitarian power, or Power in short, and democide. My conclusion was that Power kills, absolute Power kills absolutely.
In 1986 I began this work on democide in order to complete tests of democracy as inherently a structure of non-violence and positive peace. I had shown in previous work that democracies do not make war on each other, and that the more liberally democratic--the more freedom people have--the less their foreign and domestic collective violence.[2] Democracies as a sphere of peace has by now been well established in the literature,[3] as has the negative correlation between democracy and domestic violence, such as riots, coup d'etat, revolutions, and guerrilla warfare.[4] The one controversial finding is that democracy is inversely related to foreign violence. As a side product of this work on democide I will present findings in chapter 21 to further substantiate this relationship.[5]
As of 1986 what remained to be tested was an often asserted negative relationship between democracy and murderous government violence against citizens or foreigners. Moreover, it also made good theoretical sense that the less liberally democratic and more totalitarian a regime, the more people it murders. Unfortunately, good comparative data on democide for testing this did not then exist.
Accordingly, after a preliminary pilot study,[6] I applied for a grant from the Unites States Institute of Peace to pursue the data collection and testing of the relationship between democide and democracy. This I was granted for two years, subsequently renewed for another three.
Collecting data on democide was an horrendous task. I soon was overwhelmed by the unbelievable repetitiveness of regime after regime, ruler after ruler, murdering people under their control or rule by shooting, burial alive, burning, hanging, knifing, starvation, flaying, beating, torture, and so on and on. Year after year. Not hundreds, not thousands, not tens of thousands of these people, but millions and millions. Almost 170,000,000 of them, and this is only what appears a reasonable middle estimate. The awful toll may even reach above 300,000,000, the equivalent in dead of a nuclear war stretched out over decades.
I found that so much of this killing was unknown or ignored by so many that I decided to publish part of the data and case studies of the worst of the megamurderers as separate volumes. Thus I wrote Lethal Politics on the Soviet Union, China's Bloody Century on Nationalist and communist China, andDemocide on Nazi Germany.[7] In Death by Government I focused case studies on the lesser megamurderers, such as the Cambodian Khmer Rouge, the Pakistan military in what is now Bangladesh, Japan's military fascists in World War II, and Turkey's Young Turks in World War I. However, space was not available in that book to also present all the estimates, sources, and calculations that underlie the case studies and their democide totals.
That is in part the purpose of this book. Here I do two things. First I list all the relevant estimates, sources, and calculations for each of the case studies in Death by Government, and all additional cases of lesser democide for which I have collected data. This is a total tabulation, with the result that some of the tables are over fifty pages long. The value of this is the listing of each source, its estimate, and comments qualifying the estimate. From these others can check and evaluate my totals, refine and correct them, and build on this comprehensive set of data. These data are presented and annotated in chapter 2 for pre-20th century democide, in Part 1 for the megamurderers, and in Part 3 for the United States and lesser murderers.
The methodological underpinnings for this collection has been given in previous books[8] and I will not repeat this here. I will simply note that I recognize how error full, approximate, and politically biased so many of these estimate may be. I have tried to approach the best overall estimate of democide for a regime, therefore, by determining its best upper and lower bounds, which are given for all estimates tabulated here. The estimates themselves are what appear to me to be the most reasonable or probable within these low-high bounds. Thus my estimate for the Filipinos murdered by the Marcos regime of the Philippines, 1972-1986, is 15,000, which is bounded by a possible low democide of 10,000 and high of 25,000. That is, Marcos is responsible for the murder of 10,000 to 25,000 Filipinos, most likely 15,000.[9]
Second, having finished collecting all these data and completing the major case studies, I finally could systematically test the assumed inverse relationship between democracy and democide. That is the substance of this book. I detail the tests in Part 3 and summarize them in the introductory chapter. My conclusion is that the diverse tests are positive and robust, that the less liberal democracy and the more totalitarian a regime, the more likely it will commit democide. The closer to absolute power, the more a regime's disposition to murder one's subjects or foreigners multiplies. As far as this work is concerned, it is empirically true that Power kills, absolute Power kills absolutely.

There has been much debate as to the true intentions behind The Georgia Guidestones, but there is certainly no debating the fact that they stand as a testament whose sentiment is amenable to those who would seek to establish a New World Order.

The enumerated recommendations are:

1. Maintain humanity under 500,000,000 in perpetual balance with nature
2. Guide reproduction wisely – improving fitness and diversity
3. Unite humanity with a living new language
4. Rule passion – faith – tradition – and all things with tempered reason
5. Protect people and nations with fair laws and just courts
6. Let all nations rule internally resolving external disputes in a world court
7. Avoid petty laws and useless officials
8. Balance personal rights with social duties
9. Prize truth – beauty – love – seeking harmony with the infinite
10. Be not a cancer on the earth – Leave room for nature – Leave room for nature

If you are familiar with the publicly stated plans for a New World order and Agenda 21, this all dovetails nicely with their proponents' recommendations for our collective future:

1. Population control
2. Eugenics
3. One global language
4. Let 'reason' be our guide to give up our long-held religious beliefs, to convince us to combine them into one world religion
5. 6. and 7. The call for a world court
8. Give up personal rights and liberties for the New Order
9. and 10. Move human populations into megacities and return most of the land to natural habitat

Being that we have such recommendations laid out for us, I decided to look beyond the monument and its mandates, and explore the history behind their construction, and as much as possible, into those responsible for their message and intent.

The monument was erected on March 22, 1980, in a fashion befitting their mystique, which aided in shaping these slabs of stone into both a shroud of secrecy and a source of suspicion. The group that financed the monument, as well as their representative who arranged the project, remains anonymous and pseudonymous, respectively, to this day.

The tale as told in the booklet, "The Georgia Guidestones," published by the Elberton Granite Finishing Company began one Friday afternoon in June 1979, as president Joe Fendley was balancing the books at the end of the week. A middle-aged man, apparently of both elegant dress and mannerism, stating his name as Robert C Christian approached Mister Fendley, and said that he would like to buy a monument.[1]

Fendley did not take the solicitation very seriously, apparently, for about the first 20 minutes of conversation, but upon hearing the size and scope of the project, he began listening more intently, and taking notes. Christian asked for banking references as well, and approximately a half hour after leaving Fendley's office, he arrived at the Granite City Bank, and spoke to bank president Wyatt C Martin.

Christian confided to Martin that he was using a pseudonym, and I'm not sure if it was bank policy of some sort, or simply curiosity, but apparently Martin requested more information before agreeing to assume the role of financial intermediary for the project, making him the only man outside of the group behind the guide stones that was aware of his true identity, to the best of anyone's knowledge. Once satisifed, the project moved ahead, and a location chosen on the highest point of Elbert County.

The design and placement of the monument display similar architecture to various civilizations of the past, in that they take into account astrological relationships to the Earth, and observance of both solstice and equinox, and as well contain an aperture that serves as a solar calendar. These factors, as well as the design and placement of the stones has earned it the nickname of "The American Stonehenge," and RC Christian himself said that Stonehenge was an influence for the monument.[2]

It is conjectured that the anonymous group responsible for the monument's design were Masons. I would have to say that I would believe so as well, given that their representative's moniker has been used interchangeably as RC Christian, which could be translated as RosiCrucian Christian. According to the Grand Lodge of British Columbia and Yukon, Rosicrucianism and Masonry are not synonymous, but, "There is however, some Rosicrucian influence in the higher degrees of Freemasonry. Chevalier Michael Ramsey, (1668-1743) is credited with starting the higher degrees. His were designed to support a connection to the crusades and the Templars. But Rosicrucian or Hermetic philosophy crept in."[3]

More supporting evidence can be presented by observing the fact that Masonry is said to be an extension of Druidism, and the Druids are commonly attributed with the construction of Stonehenge. Also, there is additional circumstancially supportive evidence within the capstone's message, which is, "Let These Be Guidestones to an Age of Reason." Thomas Paine wrote "The Age of Reason," and while he was only ever known to be a Rosicrucian himself, it is still debated to this day as to whether Paine was a Mason himself or not.

However, author Jack Fruchtman, in his book "Thomas Paine: Apostle of Freedom," stated that, "There is no specific date known on which he joined nor a specific lodge to which he was attached. Nonetheless, Masonic membership has frequently been ascribed to him. This is seen, for example, in the tendency of some American Grand Lodges, during the 1990's, to publish brochures that placed Paine on the roster of famous Masons. "The Real Secret of Freemasonry," one such informational brochure put out by the Grand Lodge of Oregon, states: "The pantheon of Masons holds George Washington, Benjamin Franklin and Thomas Paine, among others."

Paine also, famously, of course, authored, "Common Sense," and there is a little-known text about the intended message of the guidestones that was published under RC Christian's pesudonym entitled, "Common Sense Renewed," another apparent reference to Paine. And as well, Fendley was reportedly a 32nd degree Mason, according to the Guidebook that his own company published themselves:

“Fendley is also involved in fraternal activities. Raised a Master Mason in 1958, he is now a member of Philomathea Masonic Lodge #25 in Elberton, is a York Rite and Scottish Rite 32° Mason, and was admitted in the Yaarab Shrine Temple in Atlanta in 1969. He was President of the Savannah Valley Shrine Club from 1972 through 1973. The Potentate of the Yaarah Shrine Temple awarded Fendley the “Divan Degree of Distinction” in 1973, and appointed Ambassador in 1975.”[5]

Is it then, a coincidence that RC Christian showed up at his office, when there were several other granite companies in the area to choose from? I can't say for sure, but it sure seems suspect to me, you can make your own conclusions, but this certainly has all the hallmarks of a Masonic influence from what information I've been able to find.

I read the entire text of "Common Sense Renewed," and while it is written in a seemingly innocuous fashion, the sinister intentions of a New World Order organized under a global government, with one global religion, one global language, and utilizing the concepts of eugenics that most ascribe to the monument are certainly evidenced within RC Chritian's writings.[6]

He speaks frequently of not allowing traditions or 'unreasoning faith' to guide our religious beliefs, and that all people must be willing to shift their perceptions of their respective religions to adapt to 'solid evidence' and 'common sense'. Of course, one of the central themes is population control, as it is the first principle mandated by the monument.

He mentions as well on several occasions the need for a world court, and that the wisest few among us need to 'control the conduct of nations'. The message is wrapped up in rhetoric which advocates a desire for peace, which sounds great to me, but he attributes wars to our increased population, rather than the manipulation of governments by international bankers and multinational corporations, which anyone with a knowledge of world, and more particularly, US history, should know quite well is the case.

He contradicts himself throught the text, stating in various instances that we need to let reason guide our beliefs, but also says not to abandon tradtional beliefs, but says that maintaining traditional beliefs that are not tempered by reason is detrimental to human advancement. It appears that the whole of the book's intention is to make a convincing argument through the means of misdirection, with the key concepts being reinforced via interspersed passages that seem more like mantras.

He also makes overarching statements that are evidently incorrect, such as blaming overpopulation for wars, when the true catalyst behind wars is usually monetary in nature, though religion is usually attributed to a large sum of them in our past as well, but I'm not convinced they weren't about money and power, more so than they were religion, but that is certainly not something that I am stating as an absolute fact. He also states that Russia is responsible for a lot of conflict as they are an empire exerting their force to dominate the world, when America and Zionists have been more guilty of that than Russia will ever be.

His prose is flowery and eloquent, but if you are careful to note, the more ominous lines reveal the intent of the book and the stones overall, which is to convince, or perhaps a better term would be coerce, us all into favoring a global government with population control and one world religion as its tenets, here are a few excerpts:

"We suggest that scholars throughout the world begin now to establish new bases upon which later generations can develop a totally new universal language for men and machines. It will be adapted to our speech mechanisms and to the language faculties and patterns impressed in our nervous systems. Its spoken and printed forms will be capable of accurate interchange by electromechanical means."

"I recognize the differences which separate my understanding of reality from that of religionists who interpret the Bible and other ancient documents in a literal fashion."

"...religious teachings are subject to evolution as they interact with expanding knowledge in other fields."

"Population pressures are creating political and economic crises throughout the world. These make more difficult the building of a rational world society. A first step will be to convince a doubting world that such a society is possible."

"Reproduction is no longer exclusively a personal matter. Society must have a voice and some power of direction in regulating this vital function."

"It is vitally important that each national government have a considered "Population Policy." The need is urgent and should take precedence over other problems, even those relating to national defense."

"...each nation must determine its own population goals and must formulate plans that will achieve them. No nation, having regulated its own population, should be expected to burden its citizens with the unwanted surplus of improvident neighbors."

"On the world scene, humanity must accept that level of international control as will achieve these limited goals. Basic international law must be interpreted and applied through an impartial court system which can act without fear of veto, and with the support of the major nations and their moral, economic, and military forces. In extreme cases, decisions of the world court must be enforced by collective military action. Only in this way can world peace be assured."

"...all who share the human condition are captives of inherited cultural attitudes. Therein are rooted the frictions which divide the free and communist worlds. Debates in the United Nations Assembly, and discussions in Geneva seeking the regulation of military weapons, although of some value in temporarily reducing tensions, are premised on continuations of the faulty attitudes of history. They do not recognise or address the sources of our conflicts."

"A diverse and prosperous world population in perpetual balance with global resources will be the cornerstone for a rational world order."

"When social evolution has produced change to a level beyond the adaptive power of an existing government the stage is set for overthrow of the old order by new coalitions of power which offer promise of adapting society to its altered circumstances."

The subtext of these writings seems to be aimed at a subtle coercion to impress upon and convince readers of the need for such mandates, in an effort to convince 'the doubting world' of their necessity. Given the blatant "commandments" placed on these stone tablets, and the writings that explain their precepts, we can clearly see a call for population reduction and control, a global government with a greater military presence and ability to regulate international affairs, 'culling the herd' of those deemed to be genetically 'inferior', that would include the implementation of a one-world religion and language.

It will presumably remain a secret for the ages, perhaps one that will be revealed if the time capsule that is placed there is ever opened, but be it the Rosicrucians, Freemasons, Illuminati, or simply those seeking to establish a New World Order, we know that the true nature of the stones' edicts are to direct us toward an "Age of Reason," in which humanity would be subjected to tyranny and genocide, as guided by the 'wise few' with whom the very fate of humanity is to be enplaced and entrusted...
