MONTERREY, Mexico — Authorities on Tuesday confirmed that the death toll was 28 from the explosion of a truck loaded with ammonium nitrate Sunday evening in the border state of Coahuila.

Officials and local media had suggested that the number killed was higher in the freak accident, which blew a crater in a two-lane highway near a small farming village and a water park packed with families on weekend outings.

Enrique Luna, the chief of police investigations in Monclova, a steel city a few miles from the accident site, said the driver of the truck and a co-driver had survived the explosion and were wanted for questioning.

"They haven't been located," Luna said.

He said authorities were investigating if Orica, the Australian company that was transporting the explosive material, had taken all the legally required safety measures for the shipment.

The truck, loaded with 25 metric tons of ammonium nitrate, crashed into a pickup on a highway crowded with people returning from day trips.

It took up to an hour after the accident for the cargo to explode, and questions arose about why authorities did not evacuate the scene.

Orica refused to comment on the incident.

"There is no spokesperson available," said a woman who answered the phone at Orica's headquarters in Coahuila and declined to identify herself. "I have no answers for you."
