A message from NC to NY about illegals and licenses
Assemblyman ________,
My name is William Gheen and I am President of the national organization ALIPAC (Americans for Legal Immigration PAC). I live in North Carolina and I have worked here as a lobbyist, a legislative assistance, a member of the state Senate Sgt-At-Arms staff, and on over 40 campaigns for Democrats and Republicans alike.
I am writing today to implore you to bring NY State Senator Padavan's bill S. 6484 to the floor during the special session. If it comes to the floor, it will likely pass and thus stop Governor Spitzer's plan to relax license security requirements, which will allow illegal aliens to receive New York licenses.
Please let the process work, as it should by bringing the bill to the floor. The polls show that over 72% of your constituents oppose Spitzer's plan, and if you do not bring S. 6484 to the floor for debate and votes, you have effectively cut off most New York state residents from representation!
Allow me to share with you a few experiences from North Carolina on the topic of illegal aliens, driver licenses, and valid Social Security numbers.
Immediately after 9/11, most states secured their licenses since the hijackers that were exploiting our immigration system had over 60 licenses, which were necessary for them to prepare for and conduct their attacks, North Carolina eased our requirements.
Since licenses are needed by illegal aliens, North Carolina quickly became one of the top destinations in America for illegal aliens!
We now have over 500,000 illegal aliens in a state of 8.5 million people. Most of the illegal aliens have come in the last five years and our schools systems, taxes, hospitals, prisons, and streets are taking a heavy hit. The illegal alien smuggling gangs are flooding our state with more cocaine and meth than ever and it is causing massive human losses.
Jobs that once paid a living wage in agriculture, meat packing, and manufacturing will no longer support an American family which is paying full taxes! Many jobs that North Carolinians used to fall back on in hard times have been cut off from American Citizens who are trying to keep a roof over their heads, resulting in the largest level of home foreclosures since the great depression.
The NC Legislature finally cracked down last year and now requires a "Valid Social Security Number" for NC licenses. The illegal aliens are feeling the pinch.
Of interesting note, news articles that I can provide you, tell us that the state authorities in New Jersey and Florida indicate that drug and alien smugglers have been chartering buses from those states to NC and back. They have been shipping in illegal aliens to get NC licenses before returning them to NJ and FL!
The taxpayers and voters of New York State will experience the same massive influx unless Spitzer's destructive plan is stopped!
America's eyes are on the New York Assembly today and we are all praying that you will do the right thing and stand on the side of a super majority of New Yorkers and Americans to bring S. 6484 to the floor and pass it.
It is time to remind Governor Spitzer that America is a nation governed for and by the people.
Please stand with the three out of four Americans that oppose licenses or any benefits and rewards for illegal aliens.
Please let me know if I may provide your office with any documentation of our unfortunate experiences here in North Carolina on these matters.

How can this be gotten to every assemblyman? I don't have any contacts there but maybe you can contact Ginny Fields' staffer at her district office and ask her to get this to Ginny Fields right away in Albany. TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to requirements
of proof for issuance of non-driver identification cards and driver`s
licenses
PURPOSE OR GENERAL IDEA OF BILL:
To ensure compliance with the vehicle and traffic law; to deter the
fraudulent use of state driver`s licenses and non-driver identification
cards.
SUMMARY OF SPECIFIC PROVISIONS:
Section one would amend section 490 of the Vehicle and Traffic law to
prohibit the Commissioner of DMV from issuing non-driver identification
cards to applicants who do not submit satisfactory proof of legally
authorized presence in the United States.
Requires applicants that are ineligible for a social security number to
provide proof of such, and also provide proof he or she is legally
authorized to be in the united States. Proof of legal presence shall
include valid documentary evidence, from the necessary state or federal
agency, that such person: (i) is a United States citizen, (ii) is an
alien lawfully admitted for permanent or temporary residence, (iii) has
a conditional permanent resident status, (iv) is a refugee or has been
granted asylum, (v) has a valid, unexpired non immigration visa or non
immigration visa status (vi) has a pending application for asylum, (vii)
has a pending or approved application for temporary protected status
(viii) has approved deferred status, or (ix) has a pending application
for adjustment of status to that of an alien lawfully admitted for
permanent residence of conditional permanent resident status. The
Commissioner shall verify, with the issuing agency, the issuance, valid-
ity, and completeness of each document.
Provides for temporary non-driver identification card to persons who
present documentary evidence of temporary authorized presence pursuant
to item (v), (vi), (vii) (viii) or (ix). Such temporary non-driver iden-
tification cards shall conspicuously indicate that it is temporary, and
shall state the date on which it expires. Renewal of a temporary non-
driver identification card shall require presentation of valid documen-
tary evidence that an applicant`s temporary status has been extended.
Section two would amend section 502-of the Vehicle and Traffic law to
prohibit the Commissioner of DMV from issuing a driver`s license to
applicants who do not submit satisfactory proof of legally authorized
presence in the United States. Requires applicants that are ineligible
for a social security number to provide proof of such, and also provide
proof he or she is legally authorized to be in the united States. Proof
of authorized legal presence as required for a driver`s license shall be
the same as that which is required for a non-driver identification card.
Provides for a temporary driver`s license, and renewal of such, in the
same manner as a temporary non-driver identification card.
JUSTIFICATION:
The Department of Motor Vehicles has reported an increase in the number
of cases of illegal aliens fraudulently obtaining and using state driv-
er`s licenses. Particularly since September 11, 2001, the state has a
compelling interest in preventing illegal aliens from securing driver`s
licenses and non-driver identification cards.
It is anticipated that this legislation will be in compliance with the
Federal REAL 10 Act when implemented.
PRIOR LEGISLATIVE HISTORY:
None.
FISCAL IMPLICATIONS:
None.
EFFECTIVE DATE:
Immediately.
