Thank you for contacting me regarding the so-called "North America Union."

A number of media reports have linked the Security and Prosperity Partnership o f North America (SPP) to a proposal to establish a North American Union consisting of a merged United States , Canada , and Mexico. Founded in March 2005 by President Bush , President Vicente Fox of Mexico, and Prime Minister Paul Martin of Canada, the SPP was established to enhance cooperation among the three countries in responding to terrorist and other security threats and to support mutual economic development. I can assure you that reports linking the SPP to a union of the three countries are completely inaccurate and that changes of such magnitude could not be initiated without the consent of Congress.
