    no its not a misprint. He did it on purpose.
    He voted yes then changed the vote to NO so that he can bring the bill back up again at a later time (say the lame duck session in Nov. and Dec.)

    Yes , he did vote nay

    He voted last , he had to vote with the winning side in order to recall
    the bill at a later date

    Its explained here on the site down the road a ways

    It is absolutely fascinating watching a snake slither around like that. Its also quite disgusting in many ways but thats the nature of this particular snake...

    the Senate rules are arcane and puzzling ,

    But I've learned a ton over the last few years watching these immigration hearings.
