    Question

    Are there any grounds in which someone so inclined could sue local or federal goverenments for not enforcing laws? Or sue because of hardships incurred because of illegal immigration? I am not a lawyer but there should be some way to get relief in our legal system?

    It is certainly a crime not to prevent one by not reporting the crime, and it if I’m not mistaken a dereliction of duty as well

    The short answer is "no." The best you could manage would be to attempt to have your state AG file a lawsuit for recovery funds the state has had to spend because of those hardships imposed by failure of the federal government to do its job. A private citizen would have no standing to do so. Texas, for example, has won a couple of large lawsuits over unfunded mandates.

    Would the Tabacco Lawsuit be one of those. The smokers were the victims but the state filed suit.

    Yes, that was one. There was also, I believe, a lawsuit dealing with services (maybe it was education) for illegal aliens.
