Question
Are there any grounds in which someone so inclined could sue local or federal goverenments for not enforcing laws? Or sue because of hardships incurred because of illegal immigration? I am not a lawyer but there should be some way to get relief in our legal system?

It is certainly a crime not to prevent one by not reporting the crime, and it if I’m not mistaken a dereliction of duty as well

Would the Tabacco Lawsuit be one of those. The smokers were the victims but the state filed suit.
